Scope of Work

Awarded contractors will provide comprehensive A/E services for dam safety and related civil engineering/water resource responsibilities, including levees. Services include, but are not limited to:

  • Safety Evaluation of Existing Dams (SEED) Inspections
  • Pre-Title I (Project Identification/Planning/Feasibility Analysis), Title I (Conceptual Design), Title II (Final Design), and Title III (Construction Management) services
  • National Environmental Policy Act (NEPA) Compliance studies and documentation
  • Risk Analyses and Potential Failure Mode Analysis (PFMA)
  • Preparation and exercising of Emergency Action Plans (EAPs)
  • Engineering analyses, planning, design, and preparation of construction documents
  • Field investigations, stability studies, hydraulic and hydrologic studies
  • Biological and cultural studies
  • Construction supervision, consultation, repair, modification, new construction, and reconstruction of dams, levees, and other hydraulic structures
  • Clean Water Act Certification and Permitting

Contract Details

  • Contract Type: Firm-Fixed Priced, Indefinite Delivery/Indefinite Quantity (IDIQ)
  • Contract Term: Five (5) year ordering period per contract
  • Maximum Value: Not to exceed $20,000,000 per contract over the five-year period
  • Minimum Guarantee: $500 per contract
  • Number of Awards: Up to four (4) IDIQ contracts are anticipated.

Set-Aside & Eligibility

This is a Partial Small Business Set-Aside under a Full and Open Competition strategy. The FWS intends to reserve at least two awards for small businesses. The applicable NAICS Code is 541330 (Engineering Services) with a small business size standard of $25.5 million. Offerors must be registered in the System for Award Management (SAM). Small Business firms selected will be required to perform work in accordance with FAR 52.219-14, Limitations on Subcontracting.

Submission & Evaluation

Proposals must be submitted electronically via SF 330. The SF 330 has a 60-page limit (excluding cover page and small business participation plan). Evaluation factors, in descending order of importance, include:

  4. Capacity to accomplish the work
