Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Fish and Wildlife Service (USFWS) is soliciting proposals for Architect-Engineer (A-E) Services for Seismic Safety Evaluations of Existing Buildings nationwide. This opportunity anticipates awarding two (2) Firm-Fixed Priced, Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, specifically designated as a Total Small Business Set-Aside. The primary goal is to assess seismically-at-risk buildings to identify, quantify, and prioritize mitigation efforts. Proposals are due June 2, 2026, by 12:00 PM EST.
Purpose & Scope of Work
The objective is to evaluate buildings owned or leased by the Service to determine if they meet desired seismic performance objectives, thereby reducing risk and ensuring continued essential functions. The required A-E services include:
- Evaluation of structural, nonstructural, foundation, and geologic seismic hazards.
- Development of conceptual seismic mitigation measures and rough order-of-magnitude cost estimations.
- Production of comprehensive seismic evaluation reports. Services will involve Tier 1 Screening (initial identification of deficiencies) and Tier 2 Evaluation (detailed analysis). The government may also request additional Title I (conceptual design), Title II (final design), or Title III (construction management) A-E seismic engineering services. Evaluations must adhere to the Standards of Seismic Safety for Existing Federally Owned or Leased Buildings (ICSSC RP8) and EO 13717.
