Quick Summary

The Bureau of Reclamation is soliciting quotes for Bridge Inspection Services for four inaccessible bridges located at dam sites in Wyoming. This Total Small Business Set-Aside opportunity requires high-resolution photography and non-destructive testing methods to assess bridge conditions and inform maintenance recommendations. Quotations are due by April 10, 2026, at 11:00 AM CDST.

Scope of Work

This Request for Quote (RFQ) seeks inspection services for four specific bridges: Boysen Dam Power Intake, Seminoe Spillway, Alcova Spillway, and Buffalo Bill Spillway bridges. Inspections are limited to inaccessible areas, focusing on the sides and undersides of decks, superstructures, and bearings, extending at least 10 feet below abutments. Required testing methods include high-resolution imaging (20 Megapixels or better), repetitive sounding, ultra-sonic, or other comparable non-destructive testing for concrete, and non-destructive methods for steel girders to detect cracking and corrosion.

Deliverables

Contractors must provide a detailed bridge inspection report for each of the four bridges, including findings, condition ratings, crack mapping (0.012 inches and wider), and all additional inspection data. Draft reports are due within 30 days of inspection completion, with final reports due 30 days after receiving comments on drafts. All data, including cohesive stitched photos (JPEG, PNG, IMG) with a referenceable linear scale, must be submitted via Kiteworks within 10 days of the final report.

Submission & Evaluation

Quotations must be emailed to Natalie Oslund at natalie_oslund@ios.doi.gov and remain valid for a minimum of 90 calendar days. Award will be made to the responsible offeror whose quotation is most advantageous to the Government, considering Technical (Factor 1) and Past Performance (Factor 2) as approximately equal and more important than Price (Factor 3). Technical requirements include providing a certified bridge inspector certificate (NHI licensed) and detailed means and methods. Past performance will be evaluated based on similar projects completed in the last 5 years. Active SAM.gov registration is required prior to submission.

Additional Notes

A non-disclosure agreement (RSN-6) is required to obtain bridge plans. A Safety Plan (RSN-1) and Equipment demonstration (RSN-2) are required prior to on-site work.
