Purpose & Scope
The primary purpose is to identify qualified contractors capable of providing all necessary labor, materials, facilities, and equipment for the repair, testing, preservation, packaging, and return of completely serviceable power supply units. Key responsibilities include comprehensive supply chain management, logistics, parts forecasting (including long-lead items), obsolescence management, and timely delivery of repaired assets. The estimated repair requirement is 41 units for the basic period, with an additional 41 units for each of six option periods.
Submission Requirements
Interested sources must select "ADD ME TO INTERESTED VENDORS" on the SAM.gov notice. Additionally, Part I Business Information (company details, NAICS code, business size/type, UEI, ownership) should be submitted via email to the primary contact. This SSS is for market research only; no contract will be awarded based on these responses.
Eligibility & Set-Aside
The government is interested in all potential sources, including Large Businesses, Small Businesses, Small Disadvantaged Businesses, 8(a)s, Service-Disabled Veteran-Owned Small Businesses, Hubzone Businesses, and Women-Owned Small Businesses. The Air Force may consider competitive or Small Business Set-Aside strategies, and potentially breaking out the requirement by airframe.
Technical Data & Source Approval
Crucially, the government does NOT provide associated technical data. Potential sources are required to independently acquire necessary technical data, which may involve using the provided "Request for Engineering Drawings" form (VER 9.1) or the "TO PUBLIC SALES FACT SHEET" for Technical Orders (TOs). A Source Approval Request (SAR) package is required for sources wishing to be qualified, as detailed in the "REPAIR/REMANUFACTURE QUALIFICATION REQUIREMENTS FOR COMMODITY CRITICAL SAFETY AND CRITICAL APPLICATION ITEMS" (RQR-848, Revision 1) document. SAR packages must be submitted electronically via DoD SAFE to the AFSC Small Business Office.
