Statement of Work (SOW) / Performance Work Statement (PWS)

To procure professional Architect/Engineer (A/E) services for the 100% design and construction administration for the remodel of Building 41 at the VA Northern Indiana Health Care System, Marion Campus.

• Design Services: Schematic Design, Design Development, Construction/Bid Documents, Technical Specifications, and Cost Estimates.

• Building Functions: Design to accommodate Engineering Administration, Waiting Room, Reception, Offices, Restrooms, Break Area, Key drop box, temporary parking, and Fire Protection.

• Special Considerations:

  • Historic Preservation: Address Section 106 requirements and coordinate with the State Historic Preservation Office (SHPO) for permit.
  • Physical Security: Design for key security (lock boxes/safes) and staff security (cameras reporting to VA Police, intrusion alarms reporting to VA Police).
  • Industrial Hygiene: A/E firm must provide Certified Industrial Hygienist (CIH) services for background sampling, air monitoring, inspections, support to VA, final inspection, and certification of decontamination.
  • Lead and Asbestos Abatement: Design must include abatement of all lead and asbestos in the project area, informed by VA-provided inspection reports.

• Deliverables: Comprehensive study and report of existing conditions, preliminary construction duration, schedules of equipment and furniture, functional design, biddable documents, BIM/CAD models, specifications in Word and PDF format.

• Compliance: Adherence to VA Technical Information Library (TIL) standards, including adopted codes and standards (OSHA, IBC, NEC, NFPA, ASME, ABAAS, ACI, AISC, ASHRAE, EPAct, Executive Order 13423, etc.). Designs must be independent of future construction projects and not include separately procured furniture/equipment unless directed.

• Commissioning: A/E to employ a third-party commissioning agent to certify design and construction meet Federal Mandates.

• Cost Estimating: A/E to employ a separate, independent third-party construction cost estimator.

• BIM Requirements: Utilize Revit 2025 (or latest) for BIM modeling, adhering to VA BIM guide. Deliverables include 3D views, facility data, and Revit data files.

• Location: VA Northern Indiana Health Care System, Marion Campus, 1700 E. 38th Street, Marion, IN 46953.

• Design Schedule: Estimated 165 calendar days for design phases (Schematic Design, Design Development, Construction Documents, Specifications, Cost Estimates).

• Staffing: A/E firm must provide CIH services and employ a third-party commissioning agent and cost estimator.

• Security: Design must incorporate physical security measures for keys and staff.

• Documentation: Adherence to VA BIM/CAD standards and TIL requirements. Ownership of CAD files, BIM models, and facility data transfers to VA upon closeout.

• Funding: Project award will be based on available construction funding of $1,400,000.00. Deduct bid alternates are to be developed.

• Attend pre-bid and pre-construction meetings.

• Review contractor submittals and change orders within five (5) calendar days.

• Perform site visits as requested (pre-bid, pre-construction, general inspection, intermediate A/C inspections, final inspections).

• Respond to RFIs and participate in weekly project meetings.

• Develop As-Built drawings and BIM models based on contractor markups and site verification.

This is a pre-solicitation notice (Request for SF330s) from the Department of Veterans Affairs (DVA) Network Contracting Office (NCO) 10. They are seeking qualified Architect-Engineering (AE) firms to provide professional services for the 100% design to remodel Building 41 at the VA Northern Indiana Health Care System, Marion Campus. Services include Schematic Design, Design Development, Construction/Bid Documents, Construction Administration, Technical Specifications, and Cost Estimates.

• Full design services for the remodel of Building 41.

• Compliance with Federal Acquisition Regulation (FAR) 52.236-25 for designer registration.

• Adherence to A/E Design Submission Instructions Document.

• The awarded contract will be firm-fixed price.

• Single Award Contract for AE services.

• Firm-fixed price contract type.

• Submit Standard Form 330 (SF330) "Architect / Engineer Statement of Qualifications".

• SF330 maximum 55 pages, size 12 font, single-spaced.

• Evaluation will be based on criteria detailed in the continuation pages, addressed in Part H of the SF330.

• This procurement follows procedures in Brooks Act, FAR 15, FAR 36.202, and VAAR 836.6.

• The top-ranked firm will receive a solicitation for pricing and negotiations.

• Monitor SAM.gov for amendments.

• In case of conflict between this notice and the SOW, the SOW supersedes.
