This is a presolicitation notice for Architectural and Engineering (A/E) Design Services for the "Replace Domestic Water/Fire Mains and Main Backflow Devices" project at the VA Tennessee Valley Healthcare System (TVHS), York Campus in Murfreesboro, TN. The project aims to replace approximately 30,000 Linear Feet (LF) of domestic and fire water mains, as well as main backflow devices, to create a complete and reliable water system. This includes potential work within buildings to address connections and backflow protection, and providing electrical power for heated enclosures.

• Provide comprehensive A/E services for design, including contract drawings, specifications, technical reports, and cost estimates.

• Conduct thorough surveys and investigations of existing conditions, utility systems, and affected spaces.

• Design replacement of water and fire main piping, including services to buildings and backflow stations.

• Address issues of fire mains cross-connecting with domestic water mains.

• Design for replacement or rehabilitation of structures like vaults and manholes.

• Incorporate redundancy in the water system design for operational reliability.

• Upgrade outdated electrical, controls, communications, and mechanical systems.

• Ensure compliance with VA standards, codes, and historical site requirements.

• Design for hazardous material removal, including lead-based paint and asbestos abatement.

• Provide detailed phasing plans to maintain facility operations during construction.

• Develop bid deduct alternates of at least 20% of the construction budget.

• Prepare a Life Safety Sheet for the entire area.

• Construction Budget: $1,000,000.00 to $2,000,000.00.
