Scope of Work

The selected A&E firm will provide Basic Professional Services including advance planning, design, and construction oversight. This encompasses design development and detailed design for restroom improvements, addressing non-compliance issues such as ADA, narrow passages, small toilet stalls, and outdated fixtures. The scope also includes evaluating and designing for the abatement of hazardous materials like asbestos, lead, and mold. Required disciplines include Supervisor, Architectural, Cost Estimator, Life Safety Engineer, Communications Engineer, Mechanical, Electrical, Plumbing (including Fire Protection), Structural, VPIH, and a 3rd Party Fire Protection Review. Deliverables include Design Narrative, Schematic Design, Design Development, Construction Documents, and Construction Period Services. Design must comply with the most current VA Sustainable Design Manual and Federal Energy Management Guiding Principles.

Contract & Timeline

This is a request for SF 330s, not a Request for Proposal. A Firm Fixed Price contract is anticipated. The design completion time is approximately 180 calendar days. The contract is anticipated to be awarded no later than August 3, 2026. The estimated construction budget is $783,900.

Submission & Evaluation

Interested firms must submit one (1) original completed Standard Form 330 (Parts I and II) qualification package, including all consultants. The SF 330 must be in PDF format, not exceed 10 MB, and have a maximum of 50 pages (8.5 x 11 inches). Part I, Section H must include an organizational chart (excluding consultants) and a design quality management plan. Submissions are due via email to kevin.mahoney3@va.gov by June 9, 2026, at 3:00 PM Central Time. The email subject line must clearly identify Solicitation number: 36C25526R0135 and project name.

Evaluation criteria, in accordance with FAR 36.602-1 and VAAM 836.602-1, include:

  • Professional Qualifications: Experience and education of individuals, team record, licensure in one of the US States.
  • Specialized Experience and Technical Competence: Experience in medical renovations, VA safety/physical security design, hazardous material abatement, ADA-compliant bathroom renovations, CADD/BIM.
  • Capacity to Accomplish the Work: Workload and staffing capacity, compliance with subcontracting limitations (not more than 50% to non-SDVOSB firms for services).
  • Past Performance: Relevant projects completed within the last 5 years, including cost control, quality, and schedule compliance.
  • Reputation in A/E Community: Professional performance, management, cooperativeness, awards.
  • Claims and Terminations: Record of significant claims.
  • Commitment to SDVOSBs: Extent of identifying and committing to use SDVOSBs.
  • Experience in Construction Period Services: Field inspections, submittal review, RFI support, change order support. The most highly rated firm must physically visit the site before submitting a price proposal.

Eligibility & Compliance

This procurement is 100% restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms. Firms must be certified and listed in the SBA certification database (https://veterans.certify.sba.gov/). Contractors must be registered in SAM.gov and check the Excluded Parties List System (EPLS) for all personnel. E-Verify enrollment is required within 30 days of contract award. Limitations on subcontracting apply, requiring that no more than 50% of the amount paid by the government for services can go to firms that are not VIP-listed SDVOSBs or VOSBs.
