• Evaluation Factor 1 (Professional Qualifications):

  • Requires brief resumes for proposed Project Managers, Designers of Record, and Quality Control Managers.
  • Also requires resumes for other relevant team members or frequent subcontractors performing technical tasks, including Architects, Engineers (Mechanical, Electrical, Plumbing, Fire Protection/Life Safety), Communications Designer, Interior Designers, Cost Estimators, Environmental Safety & Health, and CAD Tech.
  • The surveyor must have a minimum of ten years of experience in Life Safety Code (NFPA 101) surveys in healthcare facilities and knowledge of the Statement of Conditions process. Their record of working together should be included.
  • Designers of Record must be professionally registered in their discipline in Missouri or a state recognized by Missouri, and will perform and seal drawings.
  • Each resume must include 3-5 specific completed projects from the past 5 years, illustrating relevant experience and stating the individual's role.

• Question Answered: The VA clarified that the selected AE team is not expected to act as the facilities liaison to the Joint Commission, prepare Joint Commission documents, or attend Joint Commission reviews.

• The revised Evaluation Factor 1 (Professional Qualifications) is now in effect.

• Professional Qualifications: The requirements for resumes of proposed team members have been updated. This includes:

  • Specific roles to be covered (Project Manager, Designers of Record, Quality Control Manager, and other technical roles like Architects, Engineers, etc.).
  • Minimum experience requirements for surveyors (10 years in Life Safety Code surveys, 5 years with Statement of Conditions process).
  • Requirement for Designers of Record to be professionally registered in Missouri or a state with reciprocity.
  • Resumes must include 3-5 specific completed projects from the past 5 years, detailing the individual's role.

• The modification clarifies that the project is for a "new full design" and no previous documents will be provided. This impacts how bidders should approach the design phase and proposal preparation.

Solicitation / RFP / RFQ

This is a pre-solicitation notice for Project 657A4-26-104, "Conduct Life Safety Review" at the John J. Pershing VA Medical Center (VAMC) in Poplar Bluff, Missouri. The requirement is for Architectural and Engineering (A/E) services to conduct a new life safety review across the main campus and all leased facilities. This procurement is being conducted in accordance with the Brooks Act and FAR Subpart 36, and is restricted to Service-Disabled Veteran Owned Small Business (SDVOSB) firms.

• Conduct a new life safety review for the John J. Pershing VAMC main campus and leased facilities in Poplar Bluff, MO; West Plains, MO; Farmington, MO; Sikeston, MO; Cape Girardeau, MO; Pocahontas, AR; and Paragould, AR.

• Provide new drawings and identify deficiencies for correction.

• Verify and update existing floor plans.

• Design all systems in accordance with A/E Submission Instructions for Minor and NRM Construction Program, Program Guide PG-18-15, Volume C, and all current VA standards, design guides, and codes (mechanical, plumbing, electrical, fire protection, seismic, life safety).

• Design shall be fully compliant with VHA Publications and meet Interagency Security Committee guidelines.

• Prepare all design documentation, including advanced planning and design of corrected fire and life safety systems.

• Perform site visits for data gathering, investigation, and documentation of existing conditions.

• A geotechnical investigation will be required.

• The A/E firm must include licensed/registered specialty disciplines such as Architect, Mechanical Engineer, Plumbing Engineer, Electrical Engineer, Life Safety Engineer, Communications Designer, Interior Designers, and Cost Estimators.

• Contract type: Firm Fixed Price is anticipated.

• Estimated design completion time: Approximately 200 calendar days.

• Interested firms must submit one (1) completed Standard Form 330 qualification package (Parts I and II), including consultants.

• Part I, Section H must include an organizational chart (excluding consultants) and a design quality management plan.

• Submissions are limited to sixty-five (65) pages (8.5 x 11 inches each).

• Submission deadline: December 15, 2025, 2:00 PM Central Time.

• Selection criteria (in descending order of importance): Professional Qualifications, Specialized Experience and Technical Competence, Capacity to Accomplish Work, Past Performance, Estimating Effectiveness, and Claims, Terminations and Litigation.

• This procurement is 100% set-aside for qualified Service-Disabled Veteran Owned Small Business (SDVOSB) firms.

• Firms must be verified and listed in the Small Business Administration (SBA) Registry (https://search.certifications.sba.gov/).

• NAICS Code: 541310 (Architectural Services) with a small business size standard of $12.5M.
