Scope of Work
The project requires comprehensive A/E services to prepare complete contract drawings, specifications, technical reports, and cost estimates, including construction period services (CPS). The renovation encompasses approximately 26,300 square feet on the ground floor of the Nashville Campus, aiming to improve design standardization, operational efficiency, and patient experience. Key design elements include mechanical, electrical, fire alarm, controls, sprinkler, plumbing, architectural, interior design, structural components, industrial hygiene, ingress/egress, and fire protection. Objectives include ensuring adequate space and systems for an efficient clinic, designing modern and compliant spaces, addressing impacted adjacent areas, allowing for equipment serviceability, modernizing systems for energy efficiency, and correcting Facility Condition Assessment (FCA) deficiencies. The design must adhere to current VA and Joint Commission Guidelines.
Contract & Timeline
This will be a Firm-Fixed-Price contract with a Period of Performance of 206 calendar days from the Notice to Proceed. The Construction Budget Design Limitation is $13,135,188.00. The total cost for A/E services must not exceed six percent (6%) of the estimated construction cost. Firms must develop Bid Deduct Alternates of at least 20% of the approved construction budget. The original SF330 submission deadline was extended to April 30, 2026, but is now stayed indefinitely pending a decision on a NAICS code appeal by the SBA's Office of Hearings and Appeals (OHA).
Eligibility & Submission
This is a 100% Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. Firms must be verified as SDVOSB in the SAM.gov database (formerly VETCERT) at the time of SF330 submission and prior to award, and must be registered and active in the System for Award Management (SAM). SF330 packages, limited to 50 pages total, must be submitted electronically via email to Lara.Hampton@va.gov and Jeannette.Morphew@va.gov. The maximum email size is 10MB. The awarded contractor must also submit evidence of enrollment with VETS4212 and complete the VA Webform 10091 through the CEP platform for vendorization. Limitations on subcontracting apply, with no more than 50% of the contract performance paid to non-similarly situated entities.
Evaluation
Selection will follow the Brooks Act (Public Law 92-582) and VA Acquisition Regulation 836.6. SF330s will be evaluated by an evaluation board based on the following factors, in descending order of importance:
- Professional qualifications.
- Specialized experience and technical competence.
- Specific experience and qualifications of personnel.
- Capacity to accomplish the work in the required time.
- Past performance on government and private industry contracts.
- Record of significant claims.
- Reputation and standing of the firm.
- Location in the general geographical area of the project. After initial evaluation, discussions/interviews will be held with at least three of the most highly qualified firms. A price proposal will then be requested from the highest technically rated firm.
Important Notes
The Nashville VA Medical Center must remain operational throughout the construction period. Digital copies of as-builts are limited, requiring consultants to independently investigate and confirm information. Architects and engineers must be registered in a U.S. State or possession.
