This is a solicitation for Architect-Engineering (AE) services for Project 526-23-118, "Replace Air Handlers Phase 5," at the James J. Peters VA Medical Center in Bronx, New York. Statement of Work (SOW) / Performance Work Statement (PWS)

To procure Architect/Engineering (A/E) services for the design of the Replace Air Handlers Phase 5 project at the James J. Peters VA Medical Center in Bronx, NY.

• Design the replacement of sixteen (16) Air Handling Units (AHUs) and associated equipment, controls, and mechanical spaces.

• Include integration into the current Building Management System (BMS) with new sensors and controls, providing 25% spare capacity.

• Incorporate energy conservation measures and ensure maintenance and access considerations.

• Overhaul mechanical spaces for all AHUs, including flooring, pads, drains, lighting, and louvers.

• Design upgrades for the Therapeutic Pool building's H&V unit and pool water heating system.

• Provide a complete design for two procedure rooms in the 2D wing.

• Investigate and provide a repair solution for AHU-35's inoperable energy recovery wheel.

• Design the replacement of chilled water riser pumps, including pump-motor assemblies, VFDs, and associated piping.

• Ensure designs accommodate continuous operations and patient care, potentially requiring temporary AHUs during construction.

• Integrate specific HVAC units (EHAU-1A, SAHU-1A, AHU-05, AHU-30, AHU-02) into the existing BMS FX80.

• Designs must comply with VA design guides and TIL.

• Energy Savings Performance Contract (ESPC) intent for AHU/BMS control should be used.

• Provisions for Lock Out Tagout (LOTO) must be included.
