Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the scope of work for Commissioning (Cx), Life-Safety Review, and Constructability Review services for the "Renovate PACU and Cath Lab" project (Project Number: 541-24-101) at the Louis Stokes Cleveland VA Medical Center.

Commissioning (Cx):

• Serve as an independent third-party advocate for the Government.
• Review design drawings and specifications for constructability, life safety, and phased coordination.
• Prepare plans, schedules, specifications, minutes, logs, reports, and checklists.
• Verify proper system operation, train maintenance and operations staff, and track energy savings and warranty issues.
• Provide commissioning services for the following phases: Design, Bid and Pre-Construction, Construction, Acceptance and Testing, and Warranty.
• Commissioning will cover HVAC (Direct Digital Control Systems, HVAC Air Handling Systems, HVAC Terminal Units, HVAC Ventilation/Exhaust Systems, Decentralized Unitary HVAC Systems), Electrical (Electrical System Protective Device Study, Low-Voltage Distribution System, Lighting & Lighting Control Systems), and Plumbing (Domestic Hot Water Systems).
• Adhere to the "Cx Whole Building Commissioning Process Manual" and relevant VA TIL documents.

Life-Safety Review:

• Provide a comprehensive life-safety review for the "Renovate PACU and Cath Lab" project.
• Review Design Development 2 (DD2) Submission (65%) and Construction Documents (CD2) Submission (95%).
• Review will include construction type, occupancy classification, allowable height and area, minimum construction requirements, means of egress, protection, building services, design specifications, and narratives.
• Provide advisory comments and suggested mandatory comments relative to fire protection and life safety.

Constructability Review:

• Provide an independent, comprehensive, and structured Constructability and Coordination review.

• Review Design Development 2 (DD2) Submission (65%) and Construction Documents (CD2) Submission (95%).

• Review areas include conflicts, requirements clarity, phasing, staging/storage, exterior envelope, and buildability.

• The project is located at the Louis Stokes Cleveland VA Medical Center, Cleveland, Ohio.

• Commissioning schedule generally mirrors the A/E design schedule, with specific periods outlined for each phase (Design: 220 calendar days; Bid and Pre-Construction: estimated 45 days each; Construction: estimated 720 calendar days; Acceptance and Testing: included in Construction Phase; Warranty: 365 calendar days after substantial completion).

• All work must comply with Federal laws, executive orders, and VA/VHA policies.

• Deliverables must be submitted in electronic format (.pdf, Microsoft Office Suite, AutoCAD) and comply with Section 508 of the Rehabilitation Act.

• The A/E firm must certify that the design is independent of future construction projects and does not include furniture and equipment procured separately.

• The project schedule for the Design Phase is 349 calendar days.

• The A/E firm shall provide up to 4 Deduct Bid Alternates for a minimum of 10% or greater of the Construction cost.

• The VA will employ a third-party commissioning agent and a third-party life-safety reviewer.

• The A/E firm shall collaborate with VHA Office of Healthcare Environment and Facilities Programs (HEFP) staff, VISN 10, and the Independent Life Safety Review Agent.

Solicitation / RFP / RFQ

This is a Request for SF330s for Architect/Engineer (A/E) Design Services for Project Number 541-24-101, specifically for the "Renovate PACU and Cath Lab Commissioning" project at the Louis Stokes VA Medical Center in Cleveland, OH. This announcement is not a Request for Proposal (RFP), and no solicitation package will be issued via SAM.gov. An RFP will be issued directly to the highest-ranked firm.

The selected A/E firm will provide programming, design submissions, site investigation/field verification, asbestos testing, construction documents, technical specifications, cost estimates, reports, and construction administration services. The project involves renovating the Post-Anesthesia Care Unit (PACU) and Cath Lab, including commissioning agent services, life-safety review, and constructability review.

• Contract Type: Firm-Fixed-Price

• Period of Performance: 220 Calendar Days after receipt of Notice to Proceed

• Estimated Construction Cost: $16,000,000.00

• Submission: Interested firms must submit an SF330. One electronic PDF copy (max 20MB) is required via email. SF330s must be on standard letter size paper, limited to seventy-five (75) single-sided pages, using Times New Roman 12-point font or larger. No .zip files accepted.

• Deadline: Friday, May 11, 2026, at 12 PM EST.

• Selection Process: After SF330 evaluation, discussions/interviews will be held with at least three highly qualified firms before final selection and negotiation.

• Total Set-Aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms.

• Offerors must be eligible SDVOSB firms, registered and current in SAM.gov, and listed in the SBA certification database (VetBiz VIP). Verification will be done via https://veterans.certify.sba.gov/.

• NAICS Code: 541330 (Engineering Services), Size Standard: $25.5 Million.

• SDVOSB prime contractors must ensure no more than 50% of the contract value is paid to non-SDVOSB firms.
