Evaluation Factors

Eligible SF 330 responses will be evaluated, and the top three (3) most highly qualified candidates will be invited for an oral presentation. Evaluation criteria include:

  • Significantly More Important (Equal Weight):
    • Professional Qualifications: Personnel qualifications (Project Managers, Architects, Engineers, etc.), certifications, experience, and team record. PA-licensed Engineer stamp required for drawings.
    • Specialized Experience and Technical Competence: Firm's and design team's experience in similar projects (e.g., medical center renovations, access control systems), design quality management, BIM, and equipment resources. Must provide at least five (5) similar projects completed as the prime contractor.
  • Other Factors (Equal Weight among themselves):
    • Past Performance: On government (especially VA) and private industry contracts regarding cost, quality, and schedule.
    • Experience in Construction Period Services: Professional field experience, submittal review, RFI support, and SOW/cost estimates for changes.
    • Use of Service-Disabled Veteran-Owned Small Businesses: Commitment to using SDVOSBs, VOSBs, and other small businesses as subcontractors.
    • Capacity to Accomplish Work: Current workload, key personnel availability, and past VA contract awards.
    • Geographical Location: Response time from the firm's design office to the James E. Van Zandt VA Medical Center, Altoona, PA.
