• Accreditation: ABET accreditation applies to Engineering programs. For Architecture, NAAB accreditation will be recognized. Professional licensure remains a requirement for senior personnel.
• NAICS Codes: NAICS 541310 is for Architectural/Structural centric designs. A separate IDIQ for Engineering (NAICS 541330) is planned for late 2027/early 2028.
• Contract Values: The guaranteed minimum is $25,000, contract ceiling is $10,000,000, order minimum is $2,000, and maximum is $2,000,000.
• SDVOSB Compliance: The Certificate of Compliance must be signed and included in the SF330 submission to avoid technical unacceptability. The statement of SDVOSB compliance can be included at the offeror's discretion within the submission.
• Project Examples: Offerors should provide a minimum of 5 and a maximum of 10 projects in Section F. Past performance evaluation will focus on the last 3 years, though older projects are permissible.
• Page Limit: The 75-page limit for SF330 submissions applies to the entire package, including cover pages, cover letters, and tables of contents. Award data can be presented in a tabular format, verifiable via a website.
• Geographical Area: The "general geographical area" restriction for SDVOSBs is clarified; while local firms are preferred, firms lacking a regional presence are not disqualified. Noting local ancillary or sub-consultant staff is beneficial.
• Project Completion: Projects where A-E services are complete but construction is not yet finished are acceptable. All submitted projects will be evaluated equally, regardless of construction status.

This is a Request for Information (RFI) for Architectural Design Services IDIQ, Project #695-25-110, for the Clement J. Zablocki VA Medical Center in Milwaukee, WI. The procurement is a total 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. The VA requires professional architectural and engineering (AE) design services for various Non-Recurring Maintenance (NRM) construction projects, primarily architectural in nature, but potentially including civil and structural components.

• Offerors must be registered and current in the System for Award Management (SAM).

• Procurement is restricted to SDVOSBs located in the general geographical area of the Clement J. Zablocki VA Medical Center, with knowledge of the locality.

• Limitations on Subcontracting: Offerors must certify compliance with 48 CFR 852.219-73, ensuring no more than 50% of the contract value is paid to non-SDVOSB firms.

• SF 330 packages should be on 8-1/2 by 11-inch paper, limited to 75 single-sided pages, with Times New Roman 12-point font or larger.
