The design must adhere to VA Technical Information Library (TIL) standards and adopted codes, utilizing Revit 2025 for BIM modeling. The AE will also develop a phasing plan and deduct bid alternates based on an estimated $800,000 construction budget. The firm must employ a third-party commissioning agent and an independent third-party construction cost estimator.
