Quick Summary
The Department of Veterans Affairs (VA), Network Contract Office 15, has issued a Presolicitation Notice for Architect and Engineer (A/E) Services to address structural deficiencies at the Harry S. Truman Memorial Veterans' Hospital (HSTVMH) in Columbia, MO. This project, identified as Project No. 589A4-27-100, aims to identify and install required bracing and supports due to a change in the facility's seismic risk category from Low to Moderate Low. This is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside.
Scope of Work
The selected A/E firm will provide comprehensive services including site investigations, planning, design, and construction oversight. Key tasks involve identifying, classifying, and designing remedies for critical structural deficiencies throughout the hospital, specifically excluding shear wall improvements and the HSTVMH parking structure. The A/E will develop a full set of construction documents, including project phasing and final as-built drawings, ensuring compliance with all applicable building codes, VA standards, and physical security guidelines. The design must incorporate bid items to allow for appropriate deductions while ensuring all elements remain fully functional.
The A/E team must include licensed/registered professionals in the following disciplines: Project Manager, Architect, Structural Engineer, Civil Engineer, Electrical Engineer, Mechanical Engineer, and a Cost Estimator with experience in federal healthcare facility maintenance and repair. The firm must be registered in Missouri or a state recognized by Missouri.
