• Developing a complete package of construction documents, including phasing with construction boundaries for patient and worker safety.
• Performing site investigations and assessing utility services.
• Adhering to all current VA standards, codes, and Interagency Security Committee guidelines.
• Providing a written synopsis of the construction project scope for potential bidders.

Evaluation Criteria (Descending Order of Importance)

1. Professional Qualifications: Experience and education of individuals, team cohesion, and Missouri-registered architects/engineers.
2. Specialized Experience and Technical Competence: Detailed project information (design and construction complete within 5 years), emphasis on medical facilities, and experience completing designs started by others.
3. Estimating Effectiveness: Performance on five most recently awarded construction projects (estimate vs. actual cost, explanation for >10% difference).
4. Past Performance: Relevant projects (VA, Government, private industry) within the last 5 years, focusing on cost control, quality, and schedule compliance.
5. Capacity to Accomplish the Work: Workload, staffing capacity, and demonstration that at least 50% of design work will be performed by the prime or eligible SDVOSB subcontractors.
6. Claims, Terminations and Litigation: Record of significant claims, terminated contracts, and litigation involvement in the past five years.
