The Department of Veterans Affairs (VA) is seeking a qualified Architect-Engineering (AE) firm to conduct an Arc Flash Study for the Syracuse VA Medical Center. This procurement is conducted in accordance with the Brooks Act and FAR Subpart 36.6.

• Conduct an Arc Flash Study as detailed in the attached Statement of Work (SOW).

• Deliver 100% bid documents in accordance with the AE design schedule.

• Provide professional qualifications, specialized experience, technical competence, capacity, past performance, and geographical location information.

• Firms must indicate the percentage of contract performance to be expended by their employees and any subcontractors/consultants, identifying them by name, location, and business type (SDVOSB, VOSB, 8(a), small, large, etc.). Failure to provide this information will result in a nonresponsive submittal.

• Contract Type: Firm Fixed Price.

Statement of Work (SOW) / Performance Work Statement (PWS)

To bring the entire Syracuse VAMC (Buildings 1, 2, 16, 19, SCI Addition, and D Wing) into compliance with NFPA 70E by conducting a comprehensive arc flash study that accurately reflects the current one-line electrical drawings.

• Prepare a complete short circuit and coordination study, including voltage drop calculations, for the entire electrical system (normal and emergency) at the VAMC.

• The study will cover from the incoming utility electrical service and emergency generators through to each branch circuit panelboard, motor control center, or motor control panel in each building.

• Deliverables include:

  • System one-line diagrams for each building.
  • Short circuit and ground fault analysis.
  • Protective coordination plots.
  • Voltage drop calculations.
  • Hazard Risk Tables based on NFPA 70E.
  • Arc flash warning labels for electrical equipment.
  • Coordination curves.
  • Analysis and recommendations for code clearances, ground fault protection, automatic transfer switches, cable limiters, and medium voltage switchgear.
  • Identification of underrated equipment and recommendations for protection.

• Work to begin immediately after contract award.

• All final reports to be completed, submitted, and approved within 120 calendar days after the Notice to Proceed (NTP).

• Onsite surveys to be performed during normal business hours (8:00 am to 4:30 pm) unless otherwise coordinated.

• Contractor must use SKM software for calculations.

• Key personnel must include experienced professionals, including at least one registered professional electrical engineer.

• Contractor is responsible for obtaining all necessary data from as-built drawings, field investigations, and VAMC staff.
