Scope of Work

• Cabling Types: OSP cabling (concrete encasement, aerial, underground), ISP wiring, Cat 6 or higher, plenum-rated cabling, and floor boxes.
• Troubleshooting: Comprehensive troubleshooting of OSP and ISP installations.
• Abatement: Contractor may be required to perform asbestos abatement in work areas.
• Deliverables: Provide test results to the COR upon project completion for acceptance.

• Type: Solicitation (8(a) Direct Contract), Indefinite-Delivery Indefinite-Quantity (IDIQ) as per PWS.

Performance & Special Requirements

• Quality Control: Contractor must develop and implement a Quality Control System (QCS) with a written Quality Control Plan (QCP). Performance will be evaluated via a Quality Assurance Surveillance Plan (QASP).
• Personnel Qualifications: Program Manager must be BICSI RCDD. Installers must be BICSI registered or have 3+ years of experience.
• Security: Personnel require background checks, PIV, CAC, TARP training, and compliance with security regulations. Specific roles may require SECRET clearance and T3 investigation.
• Cybersecurity: Mandatory Cyber Awareness Training and Army IT User Agreement signing are required for network access.
• Reporting: All labor hours must be reported via SAM.gov (DFARS 252.204-7023).
• Environmental/Safety: Compliance with all federal, state, local environmental laws (including hazardous material disposal) and safety regulations (OSHA, AR 385-10, NETCOM Reg 385-1) is mandatory.
