Solicitation / RFP / RFQ

This document provides an addendum to a solicitation, specifically detailing the evaluation criteria and factors that will be used to award a contract. The government will award a contract to the responsible offeror whose offer is most advantageous, considering price and other factors. The evaluation will be conducted in accordance with Federal Acquisition Regulation (FAR) 13, Simplified Acquisition Procedures, supplemented by DFARS and DLAD.

• Technical Capability: Evaluated on an acceptable/unacceptable basis. Quotes must clearly demonstrate adherence to technical specifications and provide exact items requested. Unacceptable technical capability will result in the price factor not being evaluated.

• Price: Quotes with an "Acceptable" technical capability will be evaluated for total price reasonableness. The lowest priced technically acceptable offeror will be selected.

• Delivery: Quotes must meet the required Delivery Date (RDD) or propose an alternative nearest to the RDD using expedited means.

• Award Basis: Lowest Price Technically Acceptable (LPTA) for meeting requirements listed on ITEM NUMBER 0001.

• Evaluation: Quotes will be evaluated for technical acceptability (acceptable/unacceptable) and then for lowest price. Technical acceptability will not be rated.

• Single Award: The government reserves the right to make a single award to the offeror whose offer is considered in the best interest of the Government.

• Proposal Submission: Vendors must provide their best terms from a price and technical standpoint in their initial quote. Partial quotes or quotes received after the closing date will not be accepted.

• Terms and Conditions: Quotes containing vendor-specific or OEM-specific terms and conditions that conflict with RFQ terms, conditions, or regulations may be considered unacceptable.

• Evaluation Factors Ranking: 1) Price, 2) Technical Capability, 3) Delivery.

• Small Business Representations: The document includes provisions for various small business categories (EDWOSB, HUBZone, SDVOSB, small business, women-owned small business) and requires offerors to represent their status, including for joint ventures.

• Contractor Responsibility: Potential contractors will be screened for responsibility in accordance with FAR 9.104.

• The government intends to evaluate quotes and award without exchanges with vendors, but reserves the right to conduct exchanges if deemed necessary.

• Options will be evaluated by adding their total price to the basic requirement's total price. An offer may be deemed unacceptable if option prices are significantly unbalanced.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Part 12 and FAR Part 13. It constitutes the only solicitation, and no written solicitation will be issued. Paper copies are not available. The requirement is being processed as a 100% set aside for small businesses. The FSC Code is 5995 and the NAICS code is 335931, with a small business standard of 600 employees.

The DLA Weapons Support, Pearl Harbor, is requesting quotes for the following item:

• CLIN 0001: CABLE ASSEMBLY, POWER (20 each)
  • Specifications include:
    • Outboard molded plug assembly, 90-degree (anode).
    • In accordance with NAVSEA DWG 5792287 ASSEMBLY 502 (MOD 5).
    • Modifications are in accordance with NAVSEA DRAWING 415-7285181 (H535-0510).
    • Cable length of completed assembly shall be 150 feet (minimum).
    • Part Number (P/N): 1150896-114; Part Number (P/N): 19-87-3222MOD5.

Offerors are required to submit descriptive literature demonstrating how their quotation meets the specified requirements. Failure to do so may result in the quotation being deemed technically unacceptable.

• Shipping and delivery to: PEARL HARBOR NAVAL SHIPYARD IMF, 667 SAFEGUARD ST SUITE 100, PEARL HARBOR HI 96860-5033, UNITED STATES.

• Payment terms are Net 30 Days AFTER acceptance of material.

• Evaluation criteria: Lowest Price Technically Acceptable (LPTA).

• Vendor responsibility will be determined using SPRS and in accordance with FAR 9.104.

• Offerors must complete and include attached provisions 252.204-7016 and completed provisions with their offer.

• Submission Deadline: Friday, March 13, 2026, 1200 HST.

• Submission Method: Via email to floyd.n.shiroma@navy.mil.

• Quotes must include: price(s), FOB point, Cage Code, point of contact name and phone number, GSA contract number (if applicable), business size under the NAICS Code, and preferred payment method (GCPC or WAWF).

• This requirement is processed as a 100% set aside for small businesses.

• The solicitation incorporates provisions and clauses in effect through FAC 2025-06 October 1, 2025, and DFARS Change Notice 20251110.

• Contractors are responsible for being familiar with applicable clauses and provisions, accessible via provided links to ecfr.gov and acquisition.gov.

• Offerors not the actual manufacturer must provide the manufacturer's name, location, and business size.

• Registration in the System for Award Management (SAM) database is required for award consideration.
