This document, "Attachment 1 - Terms and Conditions," outlines the contractual terms and conditions applicable to any order awarded as a result of the solicitation. It supersedes all other terms and conditions and acceptance of an order constitutes acceptance of these terms.

• Provisions: Includes FAR clauses such as 52.212-1 (Instructions to Offerors) and 52.212-2 (Evaluation), with specific deviations noted. The evaluation criteria for this solicitation will be based on lowest priced, technically acceptable offer, with technical acceptability assessed against Attachment 2 – Technical and Packaging Requirements.
• Technical Acceptability: Offerors must confirm their ability to meet all technical and packaging requirements by completing and submitting Attachment 2. Failure to do so will result in an "unacceptable" rating.
• Item: The specific item required is "Cable, Special Purpose" with National Stock Number 6145-01-331-9790 and Part Number M85485/12-22T1A.
• Pricing: Offerors must provide pricing, including any quantity price discounts and prompt payment discounts. Evaluation will use techniques defined in FAR 12.204 to determine fair and reasonable pricing.
• Evaluation Method: Only the lowest priced offer will be evaluated for Technical Acceptability. If that offer is not acceptable, the process continues with the next lowest priced offer.
• FAR Clauses Incorporated by Reference: Numerous FAR clauses are incorporated by reference, covering areas such as certifications, small business concerns, labor standards, and trade agreements. Offerors must review these clauses for compliance.
• Quality Assurance: Specific requirements for quality assurance are detailed, including immediate notification of any issues, contractor quality control manual requirements, and approval for changes impacting the product.
• Packaging and Shipping Instructions: Detailed instructions are provided for packaging (e.g., no popcorn, shredded paper) and shipping to the USCG Aviation Logistics Center.
• Inspection and Acceptance: Material inspection and acceptance will be performed at the destination. A Certificate of Conformance (COC) is required, along with full and clear traceability.
• Invoicing Instructions: Procedures for submitting invoices, including required information and the billing office address, are outlined.
• Option for Increased Quantity: The USCG may require an additional quantity of the item after award.

This document outlines the technical and packaging requirements for cables and wires for the US Coast Guard Aviation Logistics Center. All offerors must confirm their ability to meet these requirements by checking the provided boxes and submitting this document with their quotation. Failure to do so will result in an "unacceptable" rating for technical acceptability, and the offeror's quote will not be further evaluated.

• Manufacturer Information: Offerors must provide the Manufacturer Company, Cage Code, type of coating applied to the wire, and number of strands/strand size.
• Manufacturing Standards: Wire and Cable must be manufactured and inspected in accordance with SAE Standards. Include the manufacturer’s Quality Assurance Testing Report, OEM’s Data Sheet, and test results.
• Certificate of Conformance (COC): A COC in accordance with FAR clause 52.246-15 is required, ensuring traceability to the manufacturer and airworthy condition for USCG aircraft.
• Material Condition: All wire must be NEW and approved. Documentation verifying this is required.
• Spooling and Marking: Each reel should be a full spool, a continuous run with no breaks. Wire must be marked IAW SAE AS22759 and/or NAVAIR 01-1A-505-1, manufactured within the last 12 months. Marking should include part number and manufacturer Cage Code. The date of manufacture and type of coating must be on the spool data label.
• Inspection Access: QA requires access to both ends of the wire/cable on the spool. All wire/cable must be terminated correctly (e.g., heat shrink on bitter end). Each spool needs identification including lot number and date of manufacturer.
• Shipping Terms: FOB Shipping Point (Destination or Origin) and Estimated Shipping Cost if FOB Origin must be stated. Quotes are considered FOB Destination unless FOB Origin is clearly stated with shipping costs included.

This attachment details critical technical specifications and packaging requirements. Bidders must carefully review and confirm compliance with all listed items. Failure to meet these requirements will lead to disqualification. Offerors need to provide specific documentation and ensure their products meet the stringent standards for USCG aircraft.
