Scope of Work

The contractor will be responsible for the fabrication, installation, removal, and packing for storage of patriotic decorations, including banners, buntings, and flags. Installations must be performed from the exterior, without interior access to window locations. The contractor must coordinate all necessary permits and access with city authorities, with assistance from the Court for Secret Service coordination. Required materials include durable, weather-resistant fabrics (polyester, nylon, or PVC mesh). Period & Place of Performance

Installation is scheduled to begin around Memorial Day, May 25, 2026 (exact date TBD post-award), and decorations must remain in place until Labor Day, September 7, 2026. Special Requirements

Contractors must obtain all necessary licenses and permits and comply with applicable laws. Work activities must be coordinated with the Court for security and access. To avoid disruption to court operations, work must be performed outside of business hours (6:00 p.m. - 11:30 p.m. weekdays, 8:30 a.m. - 3:30 p.m. Saturdays/holidays). All personnel require HSPD-12 clearance or supervised escort and must be pre-approved weekly. Strict adherence to historic preservation guidelines is mandatory. A non-disclosure agreement must be signed prior to any site visit, and contractors must follow NCB Contractor Access Requirements.
