Scope of Work

Required materials include durable, weather-resistant fabrics (polyester, nylon, or PVC mesh). Anchoring methods must be non-invasive, utilizing ties and clips where feasible, and adhering to historic preservation guidelines. Upon removal, all items must be packed into durable, labeled bins.
Period & Place of Performance
Installation is scheduled to begin around Memorial Day, May 25, 2026 (exact date TBD post-award), and decorations must remain in place until Labor Day, September 7, 2026. Project close-out is required within 30 days of Substantial Completion. The primary location for performance is the Markey National Court Complex at 717 Madison Place, NW, Washington, DC 20439.
Special Requirements
Contractors must obtain all necessary licenses and permits and comply with applicable laws. Work activities must be coordinated with the Court for security and access. To avoid disruption to court operations, work must be performed outside of business hours (6:00 p.m. - 11:30 p.m. weekdays, 8:30 a.m. - 3:30 p.m. Saturdays/holidays). All personnel require HSPD-12 clearance or supervised escort and must be pre-approved weekly. Strict adherence to historic preservation guidelines is mandatory. A non-disclosure agreement must be signed prior to any site visit, and contractors must follow NCB Contractor Access Requirements.

This is a Solicitation (RFQ) for a Firm Fixed-Price contract. Award will be made based on the Lowest Priced, Technically Acceptable (LPTA) offer.
