Eligibility & Set-Aside

This RPP is open to all businesses. However, pursuant to 10 U.S.C. § 4022(d)(1)(B), an award may only be made if all significant participants in the transaction are small businesses or nontraditional defense contractors. Offerors must certify their business status using Attachment 003. The relevant NAICS Code is 336999 (All Other Transportation Equipment Manufacturing) with a 1,000-employee size standard.

Evaluation & Submission

Proposals will be evaluated on a best-value trade-off basis, with non-price factors being significantly more important than price. Evaluation factors, in descending order of importance, are: Technical Approach, Integrated Logistics and Sustainability Plan, Management/Programmatic/Lifecycle Management Approach, Price, and Administrative Factor. All questions and proposals must be submitted electronically via email to usarmy.jbsa.acc-micc.mbx.tsc-div1@army.mil. Email submissions are limited to 25 MB.

Additional Notes

The Government will have "limited use rights" of the prototype design. Bidders should carefully review Attachment 002 for the specific Other Transaction for Production Agreement (P-OT) terms and conditions, which operate under OTA and not the Federal Acquisition Regulation (FAR).
