This solicitation is for Calibration and Firmware Update Services for Fluke Fiber Optic Cable Testers. The government intends to award a firm-fixed-price Service-type contract.

• Calibration and Firmware Services for Fluke Fiber Optic Cable Testers.

• Detailed requirements are provided in the Statement of Work (SOW) attached as Exhibit A.

• Pricing Arrangement: Firm Fixed Price.

• The contract is anticipated to be a single award for all items.

• Offer Due Date: 08 Jun 2026, 08:00 AM.

• Deadline for questions: Four (4) days prior to the solicitation closing date.

• Evaluation factors: Technical (including delivery date), price, and past performance, in no order of relative importance.

• Quotes must be submitted prior to the solicitation closing date.

• Any exceptions to the solicitation terms must be explicitly stated; otherwise, no exceptions will be assumed.

• This acquisition is set aside for Small Business.

• Offerors must be registered in the System for Award Management (SAM).

• Payment will be made via WAWF (Wide Area WorkFlow).

• Specific instructions for WAWF submission and points of contact are provided.

• Packaging and marking requirements are detailed in Section D, referencing DODMANUAL 4140.01 and MIL-STD-2073-1(series) or commercial packaging per ASTM D3951(series).

• Inspection and Acceptance will occur at the Destination (DODAAC: N70278, Yokosuka, Japan).

• Delivery is scheduled from the lead time event to completion of performance within 2 Months from the Date of Award.

Statement of Work (SOW)

To provide maintenance and repair services for three (3) Fluke DSX2-8000Q01 Fiber Optic Cable Testers and their associated modules, ensuring their accuracy and updating firmware.

• Calibrate the entire system.
• Replace worn-out components with new ones.
• Clean the testers internally and externally.
• Adjust and align electric/electronic devices.
• Test all system functions.
• Update firmware to the latest version.

Two (2) months after contract award. The contractor must complete the work by the due date; otherwise, work continues without additional charges.

The contract price includes all costs for labor, material, shipping, and other related expenses. Additional charges require Contracting Officer approval.

• A delivery ticket in English (or bilingual English/Japanese) must be submitted to BCO Yokosuka.

• BCO Yokosuka will review the ticket, and upon fulfillment of obligations, sign it as proof of acceptance.

• Submit billing statements via Wide Area Workflow (WAWF) after work completion, attaching the signed delivery ticket.

• Do not include taxes in the billing statement.

• Shipment is handled by a commercial company (door-to-door).

• The vendor must provide the shipping account number to BCO Yokosuka.

• Vendor is responsible for all shipping charges until work completion.

• Provide tracking numbers to BCO Yokosuka.

• Shipping address: BCO YOKOSUKA, NCTS FE, BLDG. C-20, US FLEET ACTIVITIES YOKOSUKA, JAPAN, TOMARI-CHO 1, YOKOSUKA-SHI, KANAGAWA-KEN, 238-001 JAPAN.

• Designated officials will surveil services.

• Contractor representatives must contact the Government representative upon arrival/departure from the work site.

• Only the Contracting Officer can modify contract terms. Any deviation must be formally modified. Notify the ACO in writing of any effort outside the existing scope.
