Qualification Details

Fit reasons
  • NAICS alignment with historical contract wins in similar service areas.
  • Scope strongly matches core technical capabilities and delivery model.
Risks
  • Past performance thresholds may require one additional teaming partner.
  • Potential clarification needed on staffing minimums before bid/no-bid.
Next steps

Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.

Quick Summary

The Department of the Army has issued a Special Notice for the Precision Grenadier System (PGS) program, providing updates and Q&A from a recent Industry Day. This notice informs potential bidders about the future Prototype Project Opportunity Notice (PPON), expected in Q2 FY26, which will seek proposals for an integrated armament system.

Program Overview

The PGS is envisioned as a Soldier-portable, shoulder-fired, semi-automatic, magazine-fed integrated armament system (weapon, fire control, and ammunition). It aims to provide rapid, precision engagements, counter-defilade, and Counter-UAS (C-UAS) capabilities, offering overmatch against threat grenade launchers in various operating environments.

Key Updates & Clarifications

  • PPON Release: The PPON is still on schedule for release in Q2 FY26 (February-April timeframe).
  • Contract Vehicle: The Government intends to issue up to two competitive fixed-amount Other Transaction Agreements (OTAs) for prototyping, with potential for follow-on production contracts without further competition.
  • Proposal Limit: Each prime contractor will be limited to submitting a maximum of two proposals. Subcontractor participation does not count towards this limit.
  • Technical Data Packages (TDPs): The Government will accept either 2D or 3D TDP formats, provided they offer a universally viewable PDF. For hardware, PDFs must define functional features, performance requirements, and physical properties for Configuration Management.
  • Ammunition: Required quantities for five types of rounds (HPT, Drill Dummy Inert, Arena Test, Special fuze/cartridge, and primed cases) are identified in the updated Attachment 3 Delivery Schedule. Some ammunition types (Loaded Case, Primed, with Slug; Aeroballistics representative inert projectile) have been removed.
  • Fire Control System: The Government will not levy a specific ballistic solver (GBS); contractors are responsible for creating their own in-house ballistic solutions, allowing greater flexibility. A fully integrated system is the intent, but contractors will make the final decision on the system presented.
  • Classified Information: There may be a need for industry to access or protect classified information for this contract action, particularly for the follow-on production contract.
  • Counter-UAS: Confirmed as a required capability, with more defined parameters to be included in the PPON.

Access to Information & Eligibility

To access Controlled Unclassified Information (CUI) and other technical data (e.g., PGS Operational Mode Summary/Mission Profile, ISW ICD, XM-157 ICD, LFU optical requirements, CUI slides, TDPs), interested parties must submit a DD2345 Military Critical Technical Data Agreement, AMSTA-AR 1350 Technical Data Request Questionnaire, and sign a Non-Disclosure Agreement (NDA). These documents are available by contacting Renee Papadopoulos. Eligibility for OTAs requires meeting specific conditions, such as significant participation by nontraditional defense contractors or small businesses, or non-Federal cost share.

Important Note

This is a Special Notice for informational purposes only and does not constitute a solicitation for proposals. No award is intended as a result of this notice, nor will the Government pay for information received.
