The contractor will provide comprehensive scrap metal recycling services across AOC facilities in Washington, DC; Fort George G. Meade, MD; Landover, MD; and Prince William County, VA. This includes furnishing all labor, materials, tools, equipment, licenses, and permits. Key tasks involve:
- Providing and maintaining 30-yard³ open-top roll-off containers.
- Responding to service requests for container exchange within 24 hours to 7 business days.
- Transporting, sorting, cutting, hauling, and disposing of scrap metal off-site in compliance with all regulations.
- Verifying pick-ups and weighing all loads on calibrated scales within 24 hours, using AOC tracking forms.
- Estimated annual recycling volume is 350-1,000 Gross Tons.
- A facility within 25 miles of the U.S. Capitol is required.
Contract Details
- Contract Type: Firm Fixed-Price (FFP).
- Period of Performance: Anticipated 5 years, including a 12-month base period and four 12-month option periods, plus an option to extend services for up to 6 months.
- Payment: Monthly payments are made to the AOC by the contractor, based on the American Metals Market (AMM) price at Chicago, multiplied by the contractor's competitive percentage.

- Proposal Format: Two volumes: Volume I – Technical (max 10 pages for Technical Capability, max 2 pages per contract for Past Performance) and Volume II – Price. Pricing is prohibited in Volume I.
- Evaluation Approach: Lowest-Price Technically Acceptable (LPTA).
- Evaluation Factors: Technical Capability, Past Performance, Environmental Compliance, and Price. An "Unacceptable" rating in any technical factor will render an offer ineligible. The evaluation will prioritize offers providing the highest net reimbursement rates to the AOC.
