Can-Am All-Terrain Vehicles (ATVs)

This is a combined synopsis/solicitation for commercial items, specifically for five (5) Can-Am All-Terrain Vehicles (ATVs). The government intends to award a single firm-fixed-price contract. The ATVs will be used by U.S. Border Patrol sectors for patrolling and securing border regions.

• Four (4) Can-Am Outlander Pro XU HD7 ATVs

• One (1) Can-Am Outlander XT 850 ATV

• Items must meet the specifications detailed in the attached Statement of Work (SOW).

• Detailed specifications must be submitted with the quote for technical review.

• Manufacturer Distributor Authorization Letter is required.

• ATVs must be new, unused, and not reconditioned, with new materials and components.

• Specific accessories include an 8-piece skid plate and black impact-resistant hand guards.

• Operation and maintenance manuals or DVDs must be included.

• Contract Type: Firm Fixed Price

• Period of Performance: Deliveries to begin within 90 days after award and all items delivered within 365 days after award.

• Estimated Value: Not specified.

• Quotes are requested and will be the only solicitation.

• Submission Deadline: 05/19/2026

• Evaluation: Based on price and technical approach. The technical quote must demonstrate a thorough understanding of the requirements.

• Quotes must include firm-fixed-price for all five ATVs.

• Late quotes will not be considered.

• Full and open competition.

• Delivery locations are specified in Section 5 of the SOW.

• The government does not anticipate providing any Government Furnished Equipment (GFE) or Government Furnished Information (GFI).

Statement of Work (SOW)

To procure commercially available All-Terrain Vehicles (ATVs) for the U.S. Customs and Border Protection (CBP), U.S. Border Patrol Headquarters (USBP) to support border patrol operations.

• Provide new, Brand-Name (Or Equal) ATVs, unused and not reconditioned, with new materials and components.

• Deliver a minimum of 5 ATVs: 4 Can-am Outlander Pro XU HD7 and 1 Can-am Outlander XT 850.

• ATVs must meet specific general specifications including engine size, drivetrain, power steering, suspension, and braking systems.

• Preferred colors are green, tan, or camouflage with black powder coated accessories. Other colors may be accepted if required quantity cannot be met.

• Install specified upgrades/accessories: 8-piece aluminum skid plate (full frame, A-arm/CV boot guards, floorboard guards) and black impact resistant hand guards with aluminum bar inserts.

• ATVs must be tested and certified prior to delivery.

• Deliver operations manuals or DVDs, equipment specifications, and manufacture distribution letters.

• ATVs must be preserved, packaged, and packed in accordance with normal commercial practices for safe delivery.

• Deliveries to begin within 90 days after receipt of award.

• All items to be delivered within 365 days after receipt of award.

• Place of performance is the contractor's facility.

• Specific delivery locations are provided for U.S. Border Patrol Sectors, including an address in Artesia, NM.

• Contractor is responsible for proper offload and delivery to locations lacking loading docks.

• Items damaged or destroyed during delivery will be replaced or repaired at no additional cost.

• No Government-Furnished Equipment (GFE) or Information (GFI) is anticipated.

• No specific security classification level requirements.

• Changes to the SOW or cost increases require written approval from the Contracting Officer.
