Quick Summary
The Defense Commissary Agency (DECA) is soliciting proposals for Cardboard and Plastic Recycling Services at four Hawaii Commissary stores: Kaneohe Bay, Hickam AFB, Pearl Harbor, and Schofield Barracks. This is a Total Small Business Set-Aside opportunity for a Firm-Fixed Price contract. The services include collection, transportation, and recycling of Old Corrugated Cardboard (OCC) and designated plastic waste. Offers are due by March 20, 2026, at 3:00 PM EST.
Scope of Work
The contractor will provide all personnel, equipment, tools, materials, supervision, and transportation necessary for comprehensive recycling services. This includes the collection and processing of OCC, plastic packaging (shrink wrap, HDPE, LDPE), and plastic bags generated from day-to-day grocery resale operations. Services are non-personal and aim to divert recyclable waste from landfills. Pickup frequency will be weekly for Hickam and Kaneohe Bay, and twice weekly for Schofield Barracks and Pearl Harbor, unless otherwise agreed. The commissaries already have balers; the contractor is responsible for providing trailers for bale pickup.
