This is a solicitation for commercial items for "Cover, Pallet, Cargo" (NSN 3990-00-930-1480). The procurement is being conducted using simplified procedures under 41 U.S.C. 1901 and DFARS Part 212.

• The primary item is a "Cover, Pallet, Cargo".

• Technical and/or Quality Requirements are incorporated by reference from the DLA Master List of Technical and Quality Requirements.

• Packaging requirements are detailed, referencing MIL-STD-1916 and ASTM D3951, with DLA Master List requirements taking precedence.

• Specific technical requirements include tensile strength, elongation, and water vapor transmission rate for the film.

• The item must comply with the Trade Agreements Act.

• This is an Indefinite Delivery/Indefinite Quantity (IDIQ) Long-Term Contract.

• The contract will have a base ordering period of two (2) years and three (3) one-year option periods, for a total possible five (5) year contract.

• The estimated five-year contract value is $3.9M.

• The Government guarantees a minimum order value of $390,728.00 during the two-year base period.

• The maximum contract value for all orders cannot exceed $5M.

• Each delivery order will have a minimum order requirement of 2,000 RO and a maximum order limitation of 8,000 RO.

• First Destination Transportation applies; prices must be submitted on an F.O.B. Origin basis.

• Inspection and Acceptance are at Destination.

• Offers must be submitted electronically via the DLA Internet Bid Board System (DIBBS).

• Price is the sole evaluation factor.

• Offers will be evaluated based on the lowest price that conforms to the solicitation's terms and conditions.

• Pricing is required for specific quantity breaks (2,000-3,999 RO, 4,000-5,999 RO, 6,000+ RO) with weighted factors for evaluation.

• Quotes/offers are valid for 90 days from submission.

• The Government intends to make an award based on initial offers but reserves the right to conduct discussions.

• This acquisition is unrestricted.

• NAICS code is 325211 with a size standard of 1,250 employees.

• Offerors are advised that the Trade Agreements Act applies.

• Awardees must submit payment requests and receiving reports electronically using Wide Area Work Flow (WAWF).

• A vendor's inability to submit a quotation due to technical issues is not cause for extension.

• Large business concerns are REQUIRED to submit a Small Business Subcontracting Plan.

Sources Sought Notice

This notice is for market research purposes to identify potential sources for Cargo Pallet Covers. The Defense Logistics Agency (DLA) is gathering information to assess manufacturing capabilities and potential challenges for a long-term contract.

• Product: Cargo Pallet Cover

• NSN: 3990-00-930-1480

• Specification: Commercial Item Description (CID) A-A-55437 NOT 3, Type I.

• Material: Linear Low Density Polyethylene (copolymer of ethylene and octene 1) with specific melt index and density.

• Water Vapor Permeability: 0.45 maximum (tested per ASTM F-3).

• Construction: Formed from polyethylene tubing or flat film (0.003 inch thickness). Seams (back/bottom) to be heat sealed (electronic, thermal impulse, etc.), straight, continuous, and parallel.

• Load Dimensions (Type 1): 112 inches long x 90 inches wide x 96 inches high.

• Cover Size (Type I): 202 +/- 2 inches lay flat width, gusseted to 106 inches face width by 96 inches gusset, by 141 +/- 1 inch long inside measurement.

• Workmanship: Fabricated bag must be free from defects (cuts, tears, creases, cracks) and uncleanness that could impair usefulness. Must not block for manual handling.
