Quick Summary
The U.S. Geological Survey (USGS), under the Department of the Interior, has issued a Combined Synopsis/Solicitation (RFQ) for a Cargo Van Retrofit. This opportunity seeks a qualified small business to custom-retrofit a cargo van to safely transport a terrestrial radar system and associated scientific equipment for USGS field operations. This is a Total Small Business Set-Aside. Quotations are due April 27, 2026, at 09:00 AM Pacific Time.
Scope of Work
The retrofit requires a complete, turnkey solution including custom fabrication, electrical integration, structural reinforcement, and cargo management systems. The government will provide the cargo van and the terrestrial radar system. Key requirements include:
- Interior: Full insulation, sound-dampening, durable wall/ceiling panels, reinforced subflooring, and commercial-grade flooring.
- Electrical: Alternator-based charging, fused electrical distribution, inverters/DC components (a 1000W pure sine wave inverter is appropriate for low-power items like a computer and lighting), and sufficient system capacity. The radar system is not intended to be powered by the inverter.
- Storage/Framing: Custom mounting systems for the radar unit and equipment, secure storage solutions, and components designed to withstand transport forces. Heaviest items must be positioned to distribute weight along the van's length.
- Load Securement: Installation of tie-down systems, anchor points (e.g., L-track) tied to vehicle hard points, and cargo restraints to prevent shifting.
- Environmental: Ventilation (a vent fan and roof-vent systems are sufficient, rear air conditioning is not required) and vibration-dampening measures using weather-resistant materials.
Key Deliverables
Offerors must provide a design layout/integration plan, equipment specifications, electrical system design, the completed retrofit, electrical schematics, as-built documentation, and warranty documentation.
