Statement of Work (SOW) / Performance Work Statement (PWS)

To provide carpet cleaning services for single-storied and/or multistoried buildings at Nellis AFB, NV, as per approved Purchase Requests.

• The contractor shall provide all necessary personnel, equipment, tools, materials, vehicles, and supervision for carpet cleaning.

• The primary cleaning method is steam cleaning, which must remove dirt spots, stains, and gum.

• The process must not jeopardize the carpet's serviceability, degrade its flammability, or mar its appearance.

• Cleaning will cover all accessible areas. Moving furniture is not required, but cleaning closets is required if requested by the COR.

• Any stain that cannot be completely removed must be identified to the Government Representative/COR for determination, considering carpet age and foot traffic.

• All cleaning must comply with local, state, and federal regulations.

• The contractor is responsible for the quality of workmanship and ensuring cleanings are performed according to commonly accepted commercial practices.

• The contractor must re-accomplish any task not completed properly, unless directed otherwise by the Government Representative/COR.

• The contractor is responsible for repairing/replacing any damages caused by negligence during the cleaning process.

• The COR will inspect performance based on specific contract requirements.

• Services are to be performed at Nellis AFB, NV.

• Customer service hours are Monday through Friday, 8:00 a.m. to 4:00 p.m.

• The contractor must provide an on-site point of contact (POC) during operating hours.

• The contractor must have the ability to perform cleanings after hours and on weekends, coordinated through the COR.

• All scheduling, including cleaning days, times, and changes, will be conducted through the COR.

• For emergency cleaning calls, the contractor will coordinate with the COR for an agreed-upon time within one (1) working day of notification.

• Security: All contractor employees must carry identification at all times and comply with base security measures, including vehicle/property searches and identification checks.

• Access: For access to Nellis AFB, contractor personnel require state-issued identification. If not "Real ID" compliant, a valid U.S. Passport, birth certificate, or social security number is required as secondary identification.

• Personnel: Contractor personnel must conduct themselves professionally, wear uniforms/badges, and adhere to appearance standards commensurate with industry standards.

• Government Furnished Property/Services: The Government will provide electrical power, non-potable water for carpet cleaners, and a disposal area for dirty water. The contractor must clean up any messes made during draining.

• POC: The contractor will provide a POC to the 99 CES Service Contracts Section before starting work.

Solicitation / RFP / RFQ

This solicitation is for a Blanket Purchase Agreement (BPA) for Carpet Cleaning Services at Nellis AFB, NV. The 99th Civil Engineering Squadron (CES) is recompeting this BPA, which will be for a 5-year period from June 15, 2026, through June 14, 2031. The North American Industry Classification Standard (NAICS) code is 561740, with a size standard of $8,500,000.00.

• The contractor shall provide non-personal services including personnel, equipment, tools, materials, vehicles, and supervision.

• Services include cleaning all types of carpets in single-storied and/or multistoried buildings at Nellis AFB.

• Cleaning methods must adhere to industry standards and local, state, and federal regulations.

• The process must remove dirt, spots, stains, and gum without jeopardizing carpet serviceability, degrading inflammability, or marking appearance.

• Accessible areas will be cleaned; closet cleaning is required if requested by the COR.

• Any stain not completely removable must be identified to the Government Representative/GOA.

• This is a pre-priced BPA.

• Individual Call Orders under this BPA shall not exceed $25,000.00 per call.

• The total aggregate value of this agreement shall not exceed $250,000.00 or a term of 5 years, whichever occurs first.

• Payments will be made by Government Purchase Credit Card.

• The BPA is cancellable by either party within a thirty (30) day written notice.

• Offer Due Date: May 22, 2026, at 09:00 AM Local Time.

• Questions regarding the solicitation are due May 11, 2026, at 9:00 AM PST; answers will be posted May 15 by 4:00 PM PST.

• The solicitation number FA486126R0010 must be included in the email subject line.

• Award will be made to the offeror whose Acceptable Technical Proposal is most advantageous to the Government, considering price and other factors.

• Offers will be rated by technical acceptability, and award will be made to the lowest priced offer.

• The Government intends to award 1 (one) contract without discussions.

• The acquisition is set aside for Small Business.

• A Statement of Work (SOW) is attached as Attachment 01.

• The price list must include cost data for various square footage ranges (200-400 sq ft up to 11501-12000 sq ft) and an Emergency Service Call Fee Flat Rate.

• Contractors may offer voluntary price reductions (VPR).
