This is a Request for Quotation (RFQ) for commercial items to procure services for the Carrizo Plain Rock Art Assessment and Condition Appraisal Post Madre Fire for the Bureau of Land Management (BLM) in San Luis Obispo, CA. The services are to be performed in accordance with the attached Performance Work Statement (PWS) and wage determination.

• Conduct a Rock Art Documentation Methods assessment, including non-invasive photographic workflows and high-resolution image sets.

• Perform a Condition Assessment Approach to evaluate conditions such as flaking, disintegration, dust, salts, biological impacts, mechanical damage, and fire-related effects.

• Demonstrate understanding of PWS alignment and site logistics, including access restrictions and working within specific timeframes.

• Manage data and deliverables according to the Secretary of the Interior's Standards, CA-OHP standards, and ARMR formats.

• Present a clear work sequencing plan from field data collection to final report submission.

• Contract Type: Firm Fixed Price.

• Period of Performance: 06/08/2026 to 06/07/2027.

• Quotes are due by close of business on 06/05/2026, 6:00 PM PT, submitted via email to Branden_Bayze@ios.doi.gov.

• The overall quote must include a completed Standard Form 18, a completed Pricing Schedule, and a detailed work plan and schedule.

• Evaluation factors include Technical Capability, Past Performance, and Price. Award will be made to the offeror whose conforming offer is most advantageous to the Government.

• This solicitation is set-aside for small business under NAICS code 541620 (Environmental Consulting).

• Small Business Annual Receipts must not exceed $19 Million for the preceding three fiscal years.

• Offerors must be registered and active in the System for Award Management (SAM).

• This RFQ incorporates provisions and clauses effective through Federal Acquisition Regulations 2026-01.

Statement of Work (SOW) / Performance Work Statement (PWS)

To complete impact assessments and provide management recommendations for 15 pictograph sites within the Carrizo Plain National Monument that were affected by the 2025 Madre Fire.

• Provide detailed updated site documentation and condition assessments for 15 rock art sites impacted by the Madre Fire.

• Develop site management recommendations for the preservation of these pictograph sites.

• Conduct assessments without excavation or collection of artifacts.

• Utilize methods that cause no disturbance to the paintings and rock surfaces.

• Document overall site condition, direct impacts, and potential for erosion or indirect effects.

• Provide high-resolution digital photographs for comparison with previous documentation.

• Assess chemical and physical properties of rock surfaces and pigments, considering causes of pigment loss (weathering, erosion, fire, human impact, biological impact).

• Prepare a technical report detailing assessments and long-term preservation recommendations.

• Deliverables must meet the standards set by the Secretary of the Interior's and California's Office of Historic Preservation.

• Draft report due within 60 days of award, with comments returned within 14 days. Final report due within 14 days of receiving comments.

• Final report submission includes one hard copy and an electronic PDF.

• Payment is structured: 60% upon acceptance of the draft report, 40% upon acceptance of the final report.

• Period of Performance: One year from the date of award.

• Place of Performance: Carrizo Plain National Monument, San Luis Obispo County, California.

• Contractor must furnish all personnel, materials, and equipment, except for government-furnished data and materials (reports, GIS maps, access placards, gate keys).

• Principal Investigator (PI) must have formal training in rock art conservation, including fire-related effects, and meet Secretary of the Interior's Professional Qualifications Standards for Archeology.

• Fieldwork must be supervised by a qualified PI.

• Contractor must demonstrate ability to complete similar projects.

• Access to remote sites may require four-wheel drive vehicles; off-road travel is prohibited.

• Work hours are generally between sunrise and sunset, with potential for extended hours upon request and COR availability.

• Government retains all rights to the use and publication of project data and deliverables.
