Statement of Work (SOW) / Performance Work Statement (PWS)

To provide support to the Garrison Religious Support Office (RSO) and Catholic Chaplain/Priest in conducting religious services, focusing on administrative tasks related to religious services for the Catholic population. The services must align with policies for the Pastoral Care of Catholic Personnel as defined by the Archdiocese for the Military Services (AMS).

• Assist the Catholic Chaplain and Priest in conducting religious services in accordance with Roman Catholic Church guidelines, AMS policies, Army Regulation 165-1, and Installation Chaplain Policies.

• Provide administrative support for the USAG Wiesbaden Chaplain's Religious Support Program.

• Develop and provide a monthly Catholic Community calendar, including religious events and closures.

• Create and provide a weekly bulletin and announcements.

• Assist with Community Event Coordination and Publicity.

• Maintain Catholic Community Registration and support Sacramental Records.

• Prepare facility reservation requests and publicity flyers for Catholic Community events.

• Prepare and organize program materials for Religious Education (RE) classes.

• Quality Control Plan (QCP) submission within 10 working days of award.

• Monthly Calendar submission by the last business day of the preceding month.

• Weekly Bulletin submission four (4) days prior to service.

• Facility reservation requests and publicity flyers submitted 45 days prior to the event.

• Sacramental Records completed within 30 days of the sacrament.

• AMS Quarterly reports submitted by the 15th of the month.

• Attendance records submitted by the first business day of the month.

• Required training completed within specified timelines.

• Period of Performance: One (1) Base Year of twelve (12) months, with four (4) 12-month option years.

• Place of Performance: Primarily at the Hainerberg Chapel and the Clay Kaserne Chapel (as needed).

• Non-personal services contract.

• Contractor personnel must obtain a local background check and CAC card.

• Compliance with security requirements, including DoD Contract Security Classification Specification (DD Form 254).

• Adherence to Installation Access Control requirements.

• Completion of various mandatory training (Anti-Terrorism Level I, OPSEC, SARP, Information Assurance, Child Protection, Combating Trafficking in Persons).

• Compliance with German law for services performed in Germany.

• Contractor must provide a Primary Point of Contact (POC) and an Alternate POC.

• Proposed Catholic Administrative Pastoral Life Coordinator must meet specific experience, communication, language, and technical skill requirements, and obtain Catechist certification from AMS within 180 days of award.
