Performance Work Statement (PWS)

To provide for the religious and spiritual needs of Air Force members, their families, and other authorized individuals at the 934th Airlift Wing Chapel.

• Conduct Catholic religious services, including Sunday Mass and Reconciliation.

• Administer the sacrament of Reconciliation.

• Oversee the preparation of ecclesiastical documents to record services.

• Coordinate efforts with chapel personnel in a multi-denominational environment.

• Provide services for service members and their dependents, DoD civilians, and other authorized personnel of the Catholic faith.

• Contractor shall meet with the COR monthly to review the schedule.

• Contractor shall be present and prepared for services at least 15 minutes prior to the designated start time.

• Dress and appearance standards are business casual or appropriate religious garments.

• Monthly reporting of numbers to the Air Force Chaplain Corps Activity Reporting System (AFCCARS).

• Completion of required training (Privileged Communication, SAPR, Background Check).

• Criminal history background check completion.

• Primary place of performance: Chapel Room 209, 860 Military Hwy, Minneapolis-St. Paul Air Reserve Station, Minnesota.

• Performance times for Sunday Mass (including Reconciliation) are TBD, currently 1000 on Sunday Morning UTA's.

• Contractor must be in good standing with the Archdiocese for the Military Services (AMS) and provide written evidence of ecclesiastical endorsement.

• Must meet specific educational requirements (120 semester hours undergraduate credit, Master of Divinity or equivalent).

• Must be able to read, write, speak, and understand English fluently.

• All personnel working with children must complete a federally mandated criminal history background check.

• Contractor must be registered in the System for Award Management (SAM).

• Off-base services are not included.

• Contractor will not use the duty title of "chaplain".

• Contractor shall not receive any stipend for services provided.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services, specifically "Catholic Priest Mass & Reconciliation Services" for the 934th Air Reserve Base Chapel. This announcement constitutes the only solicitation, and written proposals are required. Oral offers will not be accepted.

• Provision of Catholic Priest services in accordance with a Performance Work Statement (PWS).

• Services include Mass and Reconciliation.

• The acquisition is a Total Small Business Set-aside.

• The period of performance for the base year is 01 July 2026 - 30 June 2027.

• There are five option periods, extending through 31 December 2031.

• NAICS Code: 813110, with a size standard of $7.5M.

• All quotes are due by 12:00 PM Central Standard Time on 26 May 2026.

• Offerors must provide their Unique Entity Identifier (UEI) and CAGE Code with their proposal.

• All questions and quotes must be directed via email to the Contracting Officer.

• Questions asked within 2 days of solicitation close will be answered at the discretion of the Contracting Officer.

• Emailed quotes are preferred; late quotes may be rejected.

• This acquisition is a Total Small Business Set-aside.

• Contractors must be registered in the System for Award Management (SAM) and have completed the "On-line Representations and Certifications."

• Offerors must be authorized, qualified, and certified vendors.
