Scope of Work
The selected contractor will provide comprehensive Catholic Priest services, including:
- Celebration of Mass and administration of sacraments (Penance, Anointing of the Sick, Baptism, Marriage).
- Conducting funerals, memorial services, and assisting with annulment processes.
- Providing pastoral counseling and maintaining office hours.
- Overseeing and facilitating religious education programs (K-12) and sacramental preparation.
- Coordinating liturgical preparation, recruiting, and training liturgical ministers.
- Overseeing the publishing of a weekly Sunday Bulletin and liaising with the Command Religious Program.
- Attending weekly staff meetings and community events.
- Providing administrative support, including documentation and record submission to the Archdiocese for the Military Services, USA.
- Developing an annual operating budget and "Proposed Objectives and Milestones" (PO&M). The place of performance includes Saint Francis Xavier Catholic Chapel. Normal duty hours are 40 hours per week.

Eligibility & Qualifications
Offerors must secure the services of a Roman Catholic Priest who is a US citizen, possesses a Master of Divinity or Theology, has at least four years of pastoral experience, and is in good standing with written permission. A Letter of Endorsement from the Archbishop of the Military Services, USA, is required prior to contract award. The priest must demonstrate reliability, good relational skills, English fluency, leadership ability, and flexibility.
