• Provide responses to questions submitted during the solicitation period.

• Make corrections to the Performance Work Statement (PWS).

• Add FAR clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors."

• No further questions will be accepted for this solicitation.

• Performance Work Statement (PWS):

  • Section 1.0 Scope: Modified to clarify the requirement is for a Catholic Priest for the MCB Camp Lejeune Command Chaplains Office.
  • Section 2.0 Place of Performance: Clarified locations to include Saint Francis Xavier Catholic Chapel.
  • Section 5.0 Contractor Responsibilities: Corrected to state "secure the services of a Roman Catholic Priest" instead of "secure the officers of a Roman Catholic Priest."
  • Section 5.1 Normal Duty Hours: Updates will be made to reflect 40 hours per week, aligning with Section 8.1.

• Contract Clauses: FAR clause 52.222-90 has been added, effective April 2026.

• Solicitation M6700126Q0020 Questions and Answers: This document has been added, containing responses to vendor questions.

• The amendment clarifies pricing entry instructions: monthly amount in "Unit Price" and total for the period in "Amount" column.

• All other terms and conditions of the original solicitation remain unchanged.

Solicitation / RFP / RFQ

This solicitation seeks proposals for Catholic Priest services at Marine Corps Base (MCB) Camp Lejeune, NC. The objective is to provide spiritual and personal readiness support to operating forces, their families, and the Camp Lejeune community through ministries, pastoral care, and facilitation of religious exercise.

• Provide Catholic Priest services including Mass celebrations, sacraments (Penance, Anointing of the Sick, Baptism, Marriage), funerals, memorial services, annulment process assistance, and pastoral counseling.

• Oversee and facilitate religious education programs for grades K-12, including sacramental preparation.

• Coordinate liturgical preparation and recruit/train liturgical ministers.

• Oversee the publishing of a weekly Sunday Bulletin and liaison with the Command Religious Program for outreach.

• Maintain office hours for counseling and attend weekly staff meetings.

• Provide administrative support, including documentation and record submission to the Archdiocese for the Military Services, USA.

• Develop an annual operating budget and "Proposed Objectives and Milestones" (PO&M).

• Collect weekly program status reports and attend community events.

• Period of Performance: Twelve (12) month base period (July 1, 2026 - June 30, 2027) and four (4) twelve (12) month option periods.

• This acquisition is a 100% Small Business set-aside.

• Qualifications: Must be a US citizen, possess a Master of Divinity or Theology, have at least four years of pastoral experience, be a priest in good standing with written permission, and obtain an endorsement letter from the Archbishop of the Military Services, USA. Must demonstrate reliability, good relational skills, fluency in English, leadership ability, and flexibility.

This notice is issued for planning purposes only to identify potential sources for providing Roman Catholic Priest services for religious services aboard Marine Corps Base (MCB) Camp Lejeune, NC.
