Key Requirements & Deliverables
Offerors must submit a Staffing Plan detailing recruiting, pre-screening, and shift schedules. All personnel require a CBP Level Background Investigation (BI), with costs borne by the Government. Mandatory training includes CBP National Standards on Transport, Escort, Detention, and Search (TEDS), Flores Settlement Compliance, PREA, and Trauma-Informed Recognition of Medical Distress. Deliverables include BI documentation, Data Metrics Report, and a Transition Management Plan. Training costs must be incorporated into fully burdened hourly rates.
Submission Requirements
Proposals must be submitted via email to benjamin.j.dorgan@cbp.dhs.gov by May 7, 2026, at 5:00 PM EDT. The subject line must be "Response to RFP 70B03C26R00000053: CBP Caregivers Services". Submissions require:
- A completed SF-1449 (Attachment 1), including UEI and point of contact.
- Volume I – Technical and Management Approach: Typed summary (max 15 single-sided pages), no pricing.
- Volume II – Past Performance: Relevant past performance for similar projects. Offerors must request up to three references complete Attachment 4 (Past Performance Questionnaire) and submit it directly to the Contract Specialist by April 30, 2026, 5:00 PM EDT. Subcontractor past performance carries the same weight.
- Volume III – Price: Completed Attachment 3 (Proposal Pricing Schedule) with fully burdened hourly rates for Caregivers and Supervisors, valid for 150 days. Pricing must cover all SOW requirements; partial quotations will not be accepted. Emailed submissions must be separated into attachments, with total email size under 35MB.
Evaluation & Award

Amendments
