This document provides responses to vendor questions regarding the CBP Caregivers Services solicitation. It clarifies requirements, expectations, and processes related to the Statement of Work (SOW) and other solicitation documents.

• Staffing Baseline: Estimated annual position requirements for each sector, as listed in SOW Section 8 and Attachment 3 (Proposal Pricing Schedule), should be used as the baseline for 24/7 staffing. Specific numbers of holding pods/cells or maximum caregiver-to-child ratios are not provided.
• Advance Notice for Task Orders: While CBP expects task orders to be fully staffed at the period of performance start date, they acknowledge potential mobilization delays due to background investigations. The firm-fixed-unit-price structure accounts for this. A minimum of 48-hour notification is provided for staff movements, with advance notice for task order issuance to be provided as much as possible.
• Training Costs: Hours spent by contractor personnel completing mandatory Government trainings are not separately billable and must be incorporated into the contractor's fully burdened overhead rates.
• Personal Protective Equipment (PPE): CBP does not currently foresee a requirement for specialized medical PPE, but any future needs will be discussed and implemented via contract modification.
• Background Investigations (BI): The Government bears the cost of BI investigations. CBP OPR controls the BI process, and onboarding is not permitted without at least a limited BI clearance. A maximum cap on BI applications per month is not currently imposed but may be addressed post-award.
• Key Personnel: Key Personnel are not separately billable. All contractor costs for fulfilling SOW requirements must be incorporated into the fully burdened caregiver and supervisor hourly rates in Attachment 3.
• Mixed-Gender Staffing: For locations with only one estimated annual Caregiver position, mixed-gender staffing will include the supervisor (e.g., male caregiver with female supervisor). Revisions have been made to SOW sections 2 and 4.C.i.3 to clarify this.
• Past Performance: Offerors must submit relevant past performance information for projects similar in size/scope. CPARS reports are acceptable, and subcontractor past performance will be evaluated and carry the same weight as the prime's.
• Transition: The Transition Management Plan is applicable at the IDIQ contract level. The incumbent contractor will be required to provide assistance to the awardee for transition planning.

These clarifications do not appear to significantly alter the core requirements or submission deadlines but provide essential details for accurate proposal development, particularly regarding staffing calculations, cost inclusions, and personnel processes.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for Child Caregiver Services to support U.S. Customs and Border Protection (CBP), Office of the Chief Medical Officer (OCMO) in their mission to provide care for minor children, including Family Units (FMUA) and unaccompanied children (UAC), within the southwest border area of operations.

• Provision of Caregivers and Supervisors across eight (8) USBP Sectors.

• Services will be provided under a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with 5 separate 1-year ordering periods.

• Positions require 24/7 availability when ordered, with specific requirements for "juvenile priority facilities" needing a 24/7 Supervisor.

• Contractor must provide a mixed-gender staff, including at least one male and one female employee.

• The eight USBP Sectors include: Del Rio, Laredo, Rio Grande Valley, San Diego, El Centro, Yuma, Tucson, and El Paso.

• Contract Ordering Period: Five (5) years, with 5 separate 1-year ordering periods (September 1, 2026 - August 31, 2031).

• Place of Performance: Multiple locations within the eight (8) USBP Sectors across Texas, California, Arizona, and New Mexico.

• Staffing Plan: Must include recruiting strategy, pre-screening, oversight of personnel in the CBP BI process, and shift schedules.

• Caregiver Duties: General care, supervision, orientation, assisting with hygiene, laundry, issuing supplies, monitoring showers, and interacting with children.

• Supervisor Duties: Overseeing caregiver performance, maintaining shift logs, and assisting with caregiver duties as needed.

• Training: Required training includes CBP National Standards on Transport, Escort, Detention, and Search (TEDS), Flores Settlement Compliance, Prison Rape Elimination Act (PREA), and Trauma-Informed Recognition of Medical Distress.

• Deliverables: Staffing Plan, CBP Background Investigation documentation, Data Metrics Report, Transition Management Plan, and Flores Settlement Compliance Orientation Record.

• Shower and Laundry facilities

• Clothing, diapers, hygiene supplies, detainee food, latex gloves

• All personnel require a CBP Level Background Investigation (CBP BI).

• Specific requirements for "Juvenile Priority Facilities" and "quarantine or isolation pods" are detailed.

• Non-Disclosure Agreement (NDA) required for all personnel.

• Government Quality Assurance will be conducted by the Contracting Officer Representative (COR).

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for providing Caregiver and Supervisor services to support minor children, including Family Units (FMUA) and Unaccompanied Children (UAC), detained by U.S. Customs and Border Protection (CBP) in the Southwestern Border Area of Operations.

• The primary goal is to ensure the safety and well-being of detained minor children through the provision of Caregiver and Supervisor positions.

• This contract will be a 5-year Indefinite Delivery Indefinite Quantity (IDIQ) contract with 5 separate 1-year ordering periods.

• Services are required 24 hours per day, 7 days per week, as ordered.

• The Contractor will provide program management, supervision, personnel, materials, and resources across eight (8) U.S. Border Patrol (USBP) Sectors: Del Rio, Laredo, Rio Grande Valley, San Diego, El Centro, Yuma, Tucson, and El Paso.

• The IDIQ and resultant task orders will be awarded on a firm-fixed-unit-price basis.

• Staffing Plan: Submitted with proposal, detailing recruiting strategy, pre-screening, oversight of personnel undergoing background investigations, and shift schedules.

• Background Investigations: All personnel must complete and pass a CBP Level Background Investigation (CBP BI) before commencing work. The process can take up to 90 days.

• Caregiver Duties: Provide orientation, supervision, general care, assist with hygiene, meals, laundry, and monitor children.

• Supervisor Duties: Oversee Caregiver performance, maintain shift logs, and assist Caregivers when needed.

• Juvenile Priority Facilities: Specific requirements include mixed-gender staff, 24/7 Supervisor availability, and dedicated Caregiver positions for holding pods/cells.

• Training: Comprehensive training is required, including CBP National Standards on Transport, Escort, Detention, and Search (TEDS), Flores Settlement Compliance, Prison Rape Elimination Act (PREA), and Trauma-Informed Recognition of Medical Distress.

• Security: Compliance with all security and background investigation requirements.

• Identification: All personnel must possess a Government-issued PIV Card while on duty.

• Work Schedule: Facilities operate 24/7/365 when active. A complete staffing plan is required.

• Qualifications: Caregivers must have experience and training commensurate with state-licensed daycare facilities, including specific skills in personal care, hygiene, first aid, and physical activity. Supervisors require management and decision-making experience.

• Key Personnel: Project/Program Manager, Financial Services Representative/Manager, and a point of contact for CBP BI issues are required.

• Non-Disclosure Agreement (NDA): Required for all personnel.

• Quality Assurance: COR will monitor contracts and ensure compliance with SOW standards.
