Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the Statement of Work (SOW) for Tactical Infrastructure (TI) Maintenance services within the Tucson Sector for U.S. Customs and Border Protection (CBP).

The contractor will provide maintenance, repair, and improvement services for TI assets, including but not limited to:

• Roads and bridges
• Fences and gates (including concertina/razor wire)
• Vegetation control
• Debris removal
• Border lighting and electrical systems
• Drainage and grate systems
• TI attributes such as shelters, air conditioning, and generators
• Tunnel remediation

The contract has a ceiling price and all priced line items will be found in Schedule B of each task order. The contract includes two execution tiers: Scheduled Maintenance and Unscheduled Maintenance. Unscheduled work exceeding $750,000.00 per activity will not be executed under this contract.

• Base Period: Twelve (12) months

• Option Periods: Four (4) additional twelve (12) month periods.

• Place of Performance: Tucson Sector, Arizona.

• Contractor must furnish all necessary services, qualified personnel, material, equipment, and facilities.

• All work must be performed by qualified, licensed, insured, and properly trained/certified personnel.

• Contractor-owned equipment rates cannot exceed local rental company rates.

• Government will not pay for contractor-owned equipment downtime.

• Architectural and Engineering (AE) services are excluded.

• Security cameras, associated technology, communications equipment, and tower structures within perimeter fencing are excluded.

• The Service Contract Wage Determinations Act and Davis Bacon Act will apply.

• Unscheduled maintenance requires immediate response, with a mobilization response within 30 minutes of COR notification and work to commence within 24 hours upon COR approval.

• Overtime requires COR approval and is primarily for unscheduled maintenance.

• Fence breach repairs can be performed seven days a week, not to exceed a 40-hour work week unless approved by COR.
