Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work outlines the requirements for various repair, refurbishment, and analysis tasks related to specific system components, likely for a defense or aerospace application.

• CLIN 0001 – Common Computer Function (CCF) Turnaround: Refresh (update PROM with EEPROM, program new firmware, bring to min-rev) and recertify fifty (50) 20705346-1 circuit card assemblies. Components inducted by September 30, 2026, with a repair period ending September 30, 2027. Requires monthly financial status reports.

Requires monthly financial status reports, updates to the Obsolescence Refresh Program Plan, In-Progress Reviews, a Technical Data Package (TDP), Test Refresh Display Evaluation Units, and a Final Report.

• CLIN 0004 – SP21 Repair Capability Development: Develop Differential Pressure Transducer repair capability. Requires generating a TDP with drawings, a repair test plan, building a tester, qualifying adapter components, updating the Production Test and Inspection Plan (PTIP) and SSP SERF Program Plan, and delivering a Final Report on repair capabilities.

• CLIN 0005 – SP21 System Component Repair & Support (Option): Inspect, evaluate, repair, and recertify five (5) Differential Pressure Transducers. Components inducted by September 30, 2027, with a repair period ending September 30, 2028. Requires monthly financial status reports, weekly program status reports, quarterly Trouble and Failure Repair and Return (TFRR) reports, and monthly Repair in Progress reports. Sources Sought Notice (SSN)

This Sources Sought Notice (SSN) is issued by Strategic Systems Programs (SSP) for market research purposes to determine industry interest and capability for repair and maintenance services related to specific defense systems. This notice does not constitute a solicitation for proposals, and no contract will be awarded from this announcement.

The SSN seeks firms capable of performing the following efforts:

• Establishing repair procedures and performing repairs for the Differential Pressure Transducer.
• Refreshing the Display and Control Subsystem (DCSS) 101 Console/Control and Monitoring Panel (CAMP) 20” Display.
• Refreshing the Common Computer Function (CCF) Module Programmable Read-Only Memory (PROM).
• Programming new firmware in designated circuit card assemblies.
• Developing the Fault Code Decoder Tool.
• Analyzing the Fire Control System.

Efforts must comply with applicable Ordnance Directives (ODs), Technical Program Management processes, and specific SSP plans and instructions.

The anticipated contract type is Cost-Plus-Fixed-Fee, Term Contract Line Item Numbers (CLINs).

Interested firms must submit a White Paper capability statement demonstrating their qualifications and experience. Key submission requirements include:

• Detailed documentation of minimum qualifications and experience (see paragraph 7.0).
• Recent and relevant past performance data as a Prime or Subcontractor.
• Specific evidentiary support for capabilities.
• White Papers must not exceed 5 pages (excluding administrative data).

Evaluation will be based on the demonstrated possession of minimum qualifications, technical ability, management capacity, and relevant past performance.

SSP seeks to provide maximum practicable opportunities to small businesses, including veteran-owned, service-disabled veteran-owned, HUBZone, small disadvantaged, and women-owned small businesses. The government reserves the right to consider a set-aside for small business concerns.

Firms must demonstrate familiarity and recent experience with:

• U.S. Navy SSBN, Strategic Weapons System (SWS), Fire Control System and associated sub-systems.

• Strategic Systems Programs Operational Directives (ODs) and SSP Instructions (SSPINST).

• Interfaces between the Submarine Launched Ballistic Missile (SLBM) and Strategic Weapon System (SWS).

• Personnel trained and qualified on SWS Fire Control System and adjacent sub-systems.

• Management of SWS qualified vendors and procurement of SWS components.

• System and component qualification for the SLBM system.

• Coordinated interfaces between the SLBM system and shore-based support facilities.

• A facility clearance of SECRET and a computing facility cleared to process SECRET data will be required.

• All costs associated with responding are at the respondent's expense.
