Quick Summary

The Federal Highway Administration (FHWA), Eastern Federal Lands Highway Division (EFLHD), is seeking proposals for Cellular Modems, SIM Cards, and a Cellular Data Plan to provide network connectivity for 100 continuous traffic counter stations. Scope of Work

The contractor will provide in-field cellular modems, SIM cards, and data plans to upload data from roadside electronic traffic counters, located in select National Parks, to a central FHWA computer in Lakewood, CO. Equipment will be leased by the government. The scope includes:

  • Providing modems, SIM cards, and data plans for a Pilot Group (10 modems), Production Group 1 (45 additional modems), and Production Group 2 (up to 45 additional modems).
  • Modems must be similar to Sierra Wireless RV55, capable of operating in extreme temperatures (-25F to 120F), low power mode (<= 5 watts), and equipped with AC/DC power and an RS-232 DB9 serial port.
  • SIM cards must be Smart-SIM Plus, with access to AT&T, T-Mobile, and Verizon. The government prefers a single SIM solution that works with multiple carriers nationwide.
  • The data plan must be shareable for up to 100 modems, with approximately 500 MB total data, allowing for transmission of one 200 KB file per day and two-way transmission.
  • Provision of a data dashboard for usage monitoring and Help Desk Support.

Contract Details

  • Type: Firm-Fixed-Price Agreement with Option Years.
  • Period of Performance: Base period through the remainder of FY26, plus four 12-month option periods (FY27-FY30), concluding on September 30, 2030.

    1. Equipment meeting technical specifications (50% importance).
    2. Technical experience with the equipment (30% importance).
    3. Previous experience creating a cellular network (20% importance).
  • Award Process: An Evaluation Board will assess technical proposals. The price proposal of the most highly rated firm will then be analyzed, with negotiations commencing if necessary.
  • Price Proposal Requirements: Must include a summary of staff hours, estimated direct costs, a task-based schedule, and a total budget summary.
