Sources Sought / Market Survey

This notice is a Sources Sought market survey conducted by the U.S. Army Contracting Command to identify potential sources capable of providing Cemetery Grounds Maintenance Services at Aberdeen Proving Ground. This is NOT a solicitation, and no contract will be awarded based on this notice. Responding does not guarantee future participation.

Aberdeen Proving Ground and the Edgewood Area of Aberdeen Proving Ground.

Services include comprehensive cemetery and surrounding grounds maintenance. Key tasks include:

• Landscaping, tree trimming/removal, fertilization, weed control.

• Pathway, parking area, fencing, and site feature maintenance.

• Trash removal and excavation for interments.

• Mowing, aeration, overseeding.

• Headstone alignment, installation, and cleaning.

• Overall grounds beautification.

• Product Service Code: S208 (Housekeeping-Landscaping-Groundskeeping)

• Respondents must clearly identify their business size (Small, Small Disadvantaged, 8(a), Women-Owned, HUBZone, Service Disabled Veteran-Owned Small Business).

• Contractor must be registered in the System for Award Management (SAM).

Interested parties should submit the following:

1. Organization details (name, address, contact info, CAGE Code, ownership type, business size).
2. Indication of business size/category.
3. Tailored capability statement with supporting documentation.
4. Responses to specific questions regarding:
   • Prime's key personnel turf management experience.
   • Integrated Pest Management (IPM) plan.
   • Process for documenting damage.
   • Subcontractor management capabilities.
   • Single Point of Contact authority.
   • Work mitigation strategy during visitor presence.
   • Prior cemetery grounds maintenance experience.
   • Experience with U.S. Government contracts (delivery, reporting, QA/QC, secure installations).

Responses will help determine if the requirement will be a small business set-aside or full and open competition. No feedback will be provided on submissions.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for non-personal services to provide Cemetery Operations for the U.S. Army Garrison at Aberdeen Proving Ground (APG), Maryland. The contractor will be responsible for all personnel, equipment, supplies, and services necessary to fulfill the requirements.

• Cemetery Grounds Maintenance: Includes mowing, trimming (headstones, sidewalks, fences, curbs, signage, planters), trash and debris removal, leaf cleanup, headstone cleaning, fertilizer and lime treatment, herbicide treatment, overseeding, aeration, and fine-tuning/aligning headstones.

• Incidentals: Covers casketed and cremation interments, headstone installation, and general grounds beautification (fence repair, plantings, mulching, flower bed establishment, tree removal, stump grinding, sunken grave repair).

• Mow Cycle: 100% completion with 0 defects per cycle.

• Incidentals: 100% completion with 0 defects per occurrence.

• The Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• A Contractor Quality Control Plan (QCP) is required.

• Work to be performed at locations identified in Technical Exhibit (TE-001).

• Government's normal hours are 0700 – 1630 hours, excluding Federal holidays. Contractor must maintain adequate workforce for uninterrupted performance.

• Personnel: Contractor must provide a Project Manager (PM) with an Associate's degree/certificate in Turf Management and 5 years of experience. PM and key personnel must have NACI clearance and be proficient in English. All employees must be legal U.S. residents.

• Licenses: Contractor and subcontractors must have MDA Pesticide Usage License (Category 3) and MDA Fertilizer Usage License.

• Safety: Compliance with AR 385-10 (Army Safety Program) and OSHA standards is mandatory. A Safety Plan is required.

• Security: Compliance with Installation, facility, and local security policies is required. Contractor personnel must comply with PIV requirements and may need visitor badges.

• Environmental: Use of recycled/recovered products is required. Compliance with all environmental laws and reporting is necessary. A Spill Plan is required.

• Transition: A transition plan is required within 10 business days of award, with a 60-day transition period. Specific phase-out procedures are detailed for incumbent contractors.

• Reporting: Required reports include a transition plan, quality control plan, safety plan, spill plan, and annual environmental reports. Accident reporting (ENG FORM 3394) is also required.
