Statement of Work (SOW) / Performance Work Statement (PWS)

To remove the existing roof membrane and install a Sprayed Polyurethane Foam (SPF) roof system on Building 37 at the Cheyenne, WY ANG Base. This includes replacing parapet caps and metal flashing to match existing.

• Removal of the existing single-ply roof system (approximately 9,332 sq ft).

• Repair of any failing roof portions and debris removal.

• Installation of a new SPF roof system, including a vapor barrier, ½” cover board, 2” Polyiso Base Layer, and another ½” cover board.

• Full-depth SPF installation where required; otherwise, repair damaged areas, ensure mechanical bond with existing roof, and prepare the surface before SPF application.

• Repair or replacement of coping, flashing, drains, scuppers, and appurtenances.

• Disposal of all removed materials in accordance with applicable laws and regulations.

• A twenty (20) year guarantee against failure of workmanship and/or materials from the date of final project acceptance.

• Project Location: 217 Dell Range Blvd, Cheyenne, WY 82009-4799.

• Work is expected to begin within 30 days of contract award and must be completed within 1 year from award.

• A winter exclusion period may be implemented if work is not completed before winter; all roof areas must be watertight before any exclusion.

• Funding: 100% Federally Funded; Davis Bacon Prevailing Wages apply.

• Project Timeline: Contractor must generate a critical path project timeline schedule or Gantt chart.

• Submittals: Include AF 3064 (Project Schedule) and AF 3065 (Schedule of Values) prior to the Preconstruction Meeting. Safety Plan and Quality Control Plan are due 7 working days prior to onsite work.

• Hazardous Materials: Disposal must comply with all environmental rules and regulations.

• Compliance: Adherence to all applicable local, state, and federal laws, codes, and regulations, including Wyoming Public Works Standards, Wyoming Dept. of Environmental Quality regulations, and the International Building and Electrical Code.

• Security: Compliance with installation access and security policies, including background checks and potential AT Level 1 training for personnel. Vehicles are subject to random inspections. Entry Access List (EAL) required for all personnel.
