Quick Summary
The US Coast Guard is seeking proposals for bilge cleaning services for the CGC KIMBALL (WMSL 756) at Coast Guard Base Honolulu, Hawaii. This opportunity, a Combined Synopsis/Solicitation, requires contractors to furnish all labor, equipment, materials, and supervision to safely clean, remove, and dispose of contaminants from designated bilge spaces. The service supports cutter maintenance, environmental compliance, and operational readiness. Proposals are due July 1, 2026.
Scope of Work
The contractor will perform comprehensive bilge cleaning and inspection services. Key tasks include:
- Cleaning: Thoroughly clean all bilge surfaces in the AFT MAIN MACHINERY ROOM, FORWARD MACHINERY ROOM, and AUXILIARY MACHINERY ROOM. This involves removing dirt, oil, sediment, sludge, and other foreign materials without damaging coatings or contaminating machinery. All fluids, cleaning media, and residues must be continuously removed and disposed of according to regulations. Surfaces are to be wiped dry with lint-free cloths.
- Inspection: Conduct a visual inspection of bilge surfaces to identify and note any corrosion or damage, including to the paint system.
- Protective Measures: Install and remove protective coverings to shield non-affected vessel components, equipment, and spaces near the work area. Ensure the area is returned to its original condition upon completion.
Performance Standards
- Operational Tests: Witness an initial operational test of bilge sensor(s)/alarm(s) before work begins. Perform a thorough test demonstrating satisfactory operation after work completion, in the presence of a Coast Guard Inspector. A Contractor Furnished Report (CFR) must be submitted for both tests.
- Visual Inspection: Document any observed corrosion or damage to bilge surfaces and paint systems.
