• Questions Deadline Extended: The close date for questions has been moved to 03/27/2026 at 12:00 PM EST.
• Solicitation Close Date Extended: The solicitation's close date has been extended to 04/03/2026 at 12:00 PM EST.

All other terms and conditions of the original solicitation remain unchanged.

• The effective date of the amendment is 03/25/2026.

• Bidders are advised of the extended deadlines for submitting questions and their final offers.

• Offers must acknowledge receipt of this amendment.

Statement of Work (SOW) / Performance Work Statement (PWS)

This document outlines the specifications for dockside repairs and maintenance on the USCGC MOHAWK (WMEC 270B) for Fiscal Year 2026. The primary goal is to ensure the vessel's operational readiness through comprehensive inspections, cleaning, and component overhauls or replacements.

The work involves a detailed list of tasks categorized into specific work items, including:

• Tank and Locker Maintenance: Cleaning and inspection of various tanks (fuel, potable water, lube oil, ballast, dirty oil/waste, hydraulic oil) and chain lockers. This includes fluid handling, cleaning, inspection of structural and coating conditions, and ultrasonic thickness measurements.
• Mechanical Systems: Inspection, testing, overhaul, or replacement of components such as anchor windlasses, anchor chains, towing bitts, warping capstans, commissary hoists, and propulsion shafting alignment checks.
• Electrical Systems: Inspection and testing of 400 HZ circuit breakers.
• Ventilation Systems: Commercial cleaning of engine room, galley, and laundry exhaust vent ducts, including insulation renewal.
• Hull and Structural: Renewal of deck plating in the pilot house.
• Piping Systems: Renewal of sea water system valves and deck drain piping.
• Preservation (Option Items): Partial preservation of tanks (dirty oil/waste, ballast, chain lockers, potable water) and overhaul of anchor windlass as optional work items.

Work must adhere to numerous referenced Coast Guard drawings, technical publications, and SFLC Standard Specifications. Specific requirements include:

• Quality Control: Adherence to general requirements, welding standards, preservation standards, and specific inspection protocols (e.g., CIR submissions, Tank and Void Assessment Forms, ultrasonic thickness measurements).
• Environmental Protection: Compliance with all applicable federal, state, and local regulations for waste disposal and environmental protection.
• Testing: Operational tests, leak tests, hydrostatic tests, and load tests are required for various systems post-repair.

Work is to be performed dockside on the USCGC MOHAWK (WMEC 270B).

• Contractors must provide all necessary labor, materials, and equipment.
• Government-furnished property (GFP) is listed for specific work items (e.g., Anchor Windlass Assemblies).
• Strict adherence to safety and environmental regulations is mandatory.
• Coast Guard personnel will operate shipboard machinery and equipment.

This document is a combined synopsis/solicitation (RFQ) for dockside repairs of the USCGC MOHAWK. It is issued in accordance with Federal Acquisition Regulation (FAR) subpart 12.2. A written solicitation will not be issued separately.

• Specific services and locations are detailed in Attachment II (Services and Locations Pricing Details) and Attachment 2 (Statement of Work - Specification).

• The contract type is Firm Fixed Price.

• Required submission components include a Cover Letter, Price Schedule (Attachment 1), Past Performance Submission, and Technical Capability Submission.

• Technical Capability Submission is limited to 15 pages.

• Past Performance Submission is limited to 3 pages.

• Quotes must hold prices firm for at least 90 calendar days from the quote receipt date.

• Evaluation will be based on Technical Capability, Past Performance, and Price, with Technical Capability and Past Performance being significantly more important than Price.

• The Government may award to other than the lowest priced quote if it is in the best interest of the Government.

• The acquisition is set aside for Small Business.
