Quick Summary

The Naval Air Warfare Center Aircraft Division (NAWC-AD) is soliciting proposals for a Firm Fixed Price (FFP) contract to procure Peculiar Support Equipment (PSE) for the CH-53K Program and Foreign Military Sales (FMS) Program Israel. This is a 100% Small Business Set-Aside. Proposals are due May 12, 2026, by 4:00 PM local time.

Opportunity Overview

This Request for Proposal (RFP) seeks qualified small businesses to produce and deliver PSE items essential for O-level maintenance operations of the CH-53K Aircraft. The procurement supports both domestic NAVAIR requirements and the FMS Program for Israel. The PSE includes various slings, maintenance stands, fixtures, and carts, as detailed in the attached pricing and parts lists.

Key Requirements

Offerors must manufacture items according to Government-furnished technical data packages (TDPs). The TDP contains Controlled Unclassified Information (CUI) and is Export Controlled. To access the CUI drawing package and prepare a proposal, offerors must:

  • Possess a current and valid CMMC Level 2 (self-assessment) certification.
  • Possess a certified DD Form 2345 (Militarily Critical Technical Data Agreement). Failure to meet these requirements will render an offeror ineligible for award. CMMC Level 2 certification is also required at the time of contract award. Other requirements include Item Unique Identification (IUID) marking per MIL-STD-130 and packaging/preservation compliant with MIL-STD-129.

Contract Details

  • Contract Type: Firm-Fixed Price (FFP)
  • Period of Performance: 200 Calendar Days from lead time event to delivery.
  • Set-Aside: 100% Small Business Set-Aside (FAR Part 19).
  • Evaluation: Proposals will be evaluated on Technical (Acceptable/Unacceptable), Past Performance (Acceptable/Unacceptable), and Price. Award will be made to the lowest evaluated price rated Acceptable in Technical and Past Performance.

Submission Instructions

Proposals must be submitted electronically via email. Key deadlines and instructions:

  • Questions Due: May 5, 2026, by 3:00 PM EST.
  • Proposal Due: May 12, 2026, by 4:00 PM local time.
  • Proposals should use letter-sized pages, one-inch margins, and be submitted as fully searchable PDF files (Microsoft Office 2025 compatible).
  • Past Performance Questionnaires (PPQ) should be sent to the Government end user, not the prime contractor. Offerors can reference subcontractor work.
  • Access to solicitation documents (CUI drawing package) requires proof of CMMC Level 2 (self-assessment) certification and a certified DD Form 2345.

Attachments and CDRLs

The solicitation includes attachments such as a detailed parts list (FY26 O-Level Bag Group C_Attachment rev1.xlsx), a pricing matrix (Pricing Matrix_Group C_N6833526R1031.xlsx), and a Past Performance Questionnaire (Section L Attachment L-1).
