Scope of Work

Proposal Submission & Evaluation
Proposals must be submitted electronically via email to the Point of Contact. Submissions should be structured into four volumes (Technical, Past Performance, Price, and likely Administrative/Forms), adhering to specific formatting guidelines (letter-sized, single-spaced, 1-inch margins, searchable PDFs). The Technical volume has a recommended 10-page limit. Past performance will be evaluated based on recency, relevancy, and quality/timeliness, utilizing L-1 Past Performance Questionnaires and L-2 Past Performance Contract Data. Subcontractor past performance is acceptable, with PPQs sent to the Government end-user. Pricing must be completed in Section B and the provided Pricing Matrix, noting that CDRLs are Not Separately Priced (NSP).
