Scope of Work
The contract requires the production and delivery of various PSE items, including slings, maintenance stands, fixtures, and carts, as detailed in Attachment 1 (PSE ITEM LIST GROUP F). All items must be manufactured in accordance with Government-furnished technical data packages (TDPs) and referenced drawings. Delivery is required no later than 200 calendar days after contract award.
Key Requirements
Offerors must meet several critical requirements:
- Certifications: Possess AS9100D Certification at award and throughout performance.
- Cybersecurity: A current and valid CMMC Level 2 (self-assessment) certification is mandatory for accessing the Controlled Unclassified Information (CUI) drawing package and for contract award. Compliance with NIST SP 800-171 Rev. 2 is required to protect CUI.
- Export Control: A certified DD Form 2345 (Militarily Critical Technical Data Agreement) is required to access the Export Controlled CUI drawing package.
- Technical Standards: Items require calibration certificates traceable to NIST, proof load testing for sling assemblies, Non-Destructive Inspection (NDI) as specified, and Item Unique Identification (IUID) marking and registration for applicable items.
- Inspection/Acceptance: For domestic CLINs, inspection and acceptance occur at the destination; for FMS CLINs, they occur at the origin.
Contract Details & Submission
- Contract Type: Firm Fixed Price (FFP).
- Set-Aside: 100% Small Business.
- Evaluation: Proposals will be evaluated based on Technical, Past Performance, and Price, with award made to the Lowest Price Technically Acceptable (LPTA) offer. Technical and Past Performance will be rated Acceptable or Unacceptable.
- Proposal Submission: Proposals must be submitted electronically via email, unclassified, and structured into three volumes: Technical (Volume I), Past Performance (Volume II), and Price (Volume III).
- Formatting: Single-spaced, 8-1/2 x 11" pages, 1-inch margins. A 10-page limit is recommended for the Technical volume (excluding the cover page). Microsoft Office 2025 is accepted.
- Past Performance: Bidders must use Attachments L-1 (Past Performance Questionnaire) and L-2 (Past Performance Contract Data). PPQs should be sent directly to the Government end user.

Important Notes
The technical data package contains Controlled Unclassified Information (CUI) and is Export Controlled. Offerors are required to destroy all export control data after use, except for the successful offeror.
