Scope of Work
The contract requires the production and delivery of PSE as detailed in the solicitation and attachments, including specific part numbers and quantities for FY26 USMC and FMS requirements. All items must comply with the Statement of Work (SOW). Deliverables include various certifications such as calibration (NIST traceable), material, plating/coating, dimensional quality, proof load, and Non-Destructive Inspection (NDI).
Key Requirements & Access
Offerors must possess AS9100D Certification at the time of award. Critical access requirements include:
- CMMC Level 2 (self-assessment): Required for access to the Controlled Unclassified Information (CUI) drawing package and for contract award.
- DD Form 2345: A current and certified Militarily Critical Technical Data Agreement is mandatory to access export-controlled technical drawings, which will be provided via DoD SAFE. Failure to meet CMMC Level 2 and DD Form 2345 requirements prior to award will render an offeror ineligible.
Contract Details & Evaluation
This is a Firm Fixed Price contract. Proposals will be evaluated on Technical capability, Past Performance (recency, relevancy, quality, timeliness), and Price. Technical and Past Performance will be rated Acceptable or Unacceptable. The Government reserves the right to award based on initial offers without discussions. A new FAR Clause 52.222-90, "Addressing DEI Discrimination by Federal Contractors," has been incorporated.

- Proposals are due by 1:00 PM EST on May 13, 2026.
- Proposals must be submitted electronically via email to the Point of Contact.
- Submissions should be in a fully searchable PDF format, using letter-sized pages with 1-inch margins, and a recommended 10-page limit for the Technical volume (excluding cover page and table of contents).

Amendments & Important Notes
