This solicitation is for a Base Indefinite Delivery Indefinite Quantity (IDIQ) Contract for Chemical and Hazardous Waste Collection, Transportation, and Disposal Services. The Drug Enforcement Administration (DEA) and the Federal Bureau of Investigation (FBI) generate various types of waste, and this contract aims to procure services for its packaging, pickup, transportation, and disposal across seven geographic regions.

• Scope of Services: Encompasses all necessary labor, supplies, equipment, and materials for hazardous waste/material disposal services, including lab pack and bulk waste streams.

• Waste Types: Includes hazardous waste/material, non-hazardous waste/material, chemicals, controlled substance contaminated waste/material, and regulated medical waste (e.g., sharps, bio-hazard wastes). Municipal solid waste and recycling are excluded.

• Packaging and Transportation: Contractor must provide packaging, package/material waste at pickup sites, and transport waste in compliance with federal, state, and local regulations.

• Disposal: Waste must be disposed of at permitted Treatment, Storage, and Disposal Facilities (TSDFs) with a satisfactory record of safety and compliance. Hazardous waste/material and controlled substance-contaminated waste must be thermally destroyed.

• Documentation: Requires Certificates of Destruction for all waste, manifests, packing lists, and other relevant documentation.

• Personnel: Contractor personnel must meet security requirements, including background checks and security clearances. Personnel must be escorted at DEA/FBI sites.

• Contract Type: Base Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

• Period of Performance: Five-year base period, with options to extend.

• Maximum Value: Not to exceed $40M per contract (inclusive of aggregate price of all task orders).

• Guaranteed Minimum: $10,000.00, to be awarded within the base year.

• Evaluation: Proposals will be evaluated based on Technical Approach, Past Performance, and Price. A "Best Value" award will be made.

• The solicitation is divided into seven geographic regions, and offerors may propose for one or more regions.

• Appendix A provides detailed pricing/rates for each region and option year.

• Appendix E lists generating facilities and estimated mobilization events per year.

Questions & Answers / Clarifications

This document provides responses to questions submitted by offerors regarding the Request for Proposal (RFP) #15DDHQ25R00000017 for Chemical and Hazardous Waste Collection, Transportation and Disposal Services.

• Contract Awards: The Government intends to award seven individual IDIQ contracts, with offerors able to bid on one, several, or all regions. For specific regions, offerors must submit separate pricing sheets for each area within that region.

• Proposal Deadline Extension: The proposal submission deadline has been extended to April 17, 2026.

• Re-compete: This requirement is a re-compete of an existing IDIQ. Previous award numbers are provided.

• Regional Bidding: Offerors can bid on specific regions they can handle and must clearly identify the proposed region(s) in their proposals.

• Pricing Tables: Pricing tables (Appendix A) can be provided in Microsoft Excel or Adobe.

• FOIA Requests: FOIA requests must be submitted through the official DEA FOIA portal; the Contracting Office does not process them.

• Personnel Clearance: The paragraph regarding personnel clearance pertains to non-sensitive, low-risk personnel; specific clearance levels do not need to be addressed.

• Spousal Consent: Spousal consent is not required prior to submission of information, but spousal information must be reported on the eAPP standard form SF-85P.

• Container Definitions: Small containers are defined as having a capacity less than or equal to five gallons, and large containers are defined as having a capacity greater than five gallons.

• Past Performance: Offerors can provide a summary listing of up to three (3) service contracts performed within the past five (5) years, similar in scope, magnitude, and complexity. A Technical POC must be provided for verification.

• The proposal submission deadline has been extended to April 17, 2026.

• Clarifications have been provided regarding bidding on specific regions, contract structure, and personnel requirements.

The services encompass hazardous waste/material, non-hazardous waste/material, chemicals, occasional controlled substance contaminated waste/material, and regulated medical waste. Municipal solid waste and recycling are excluded.

• Scope of Work: Provide hazardous waste/material disposal services, including labor, supplies (containers), equipment, and materials for lab pack and bulk waste streams.

• Packaging: Proper packaging, transportation, storage, and disposal in accordance with all applicable Federal, State, and local rules and regulations.

• Containers: Provide and replenish waste accumulation/packaging containers.

• Certificates of Destruction: Provide to the generating facility and COR/Task Monitor within one year of pickup and no later than 30 days after disposal/recycling.

• Waste Characterization: Sample and analyze waste to determine characteristics and/or listed hazardous waste codes for transportation and disposal.

• Adulteration: Adulterate controlled substance-contaminated waste to render it functionally non-retrievable prior to removal or disposal, under supervision.

• Personnel: Contractor personnel must be appropriately licensed/permitted, have satisfactory performance records, and undergo background checks and obtain security clearances. Escorted access is required at DEA/FBI/State/Local facilities.

• Deliverables: Contractor Personnel Reporting Requirements (CPRR) report quarterly, returned manifests, Land Disposal Restrictions (LDRs), Bills of Lading, Packing Lists, Certificates of Destruction, and spill/enforcement action notifications.

• Contract Type: Base Indefinite Delivery Indefinite Quantity (IDIQ) Contract.

• Period of Performance: Base period and option periods (TBD upon award).

• Maximum Value: $40M per contract.

• Guaranteed Minimum: $10,000.00 per contract, awarded within the base year.

• Acceptance Period: Not less than 120 calendar days.

• Evaluation: Two-volume proposal (Technical and Business). Evaluation based on Technical Approach, Past Performance, Contractor Information, Representations and Certifications, and Proposed Prices. Best Value award to the Offeror demonstrating the best overall value considering technical factors and price.

• The solicitation is for "Unrestricted Competition" for all regions.

• The contract will be awarded across seven geographic regions: Gulf Coast, Mid-Atlantic, Mid-Continental, New England, Pacific Coast, Rocky Mountain, and South Central.

• Offerors must submit a separate Appendix A (Prices/Rates) for each area within the region they are proposing.

• Task Orders will be firm-fixed price, issued unilaterally by a DEA Contracting Officer.

• Authorized Ordering Agencies include DEA, FBI, and State and Local Law Enforcement via the Authorized Central Storage (ACS) Program.

• A new wage determination is being processed by the Department of Labor and will be incorporated via formal amendment.
