Quick Summary
The Drug Enforcement Administration (DEA), on behalf of the DEA, Federal Bureau of Investigation (FBI), and Authorized Central Storage (ACS), is soliciting proposals for Chemical and Hazardous Waste Collection, Transportation, and Disposal Services. This Request for Proposals (RFP) aims to award seven individual five-year firm-fixed-price Indefinite Delivery Indefinite Quantity (IDIQ) contracts to cover seven geographical regions across the United States. Proposals are due by April 17, 2026, at 3:00 PM EST.
Scope of Work
The contract requires comprehensive services including all necessary labor, supplies, equipment, and materials for hazardous waste/material disposal, covering both lab pack and bulk waste streams. This encompasses:
- Waste Types: Hazardous, non-hazardous, chemicals, controlled substance contaminated waste/material, and regulated medical waste (e.g., sharps, bio-hazard wastes). Municipal solid waste and recycling are explicitly excluded.
- Services: Packaging, pickup, transportation, and disposal of waste in compliance with federal, state, and local regulations.
- Disposal: Waste must be disposed of at permitted Treatment, Storage, and Disposal Facilities (TSDFs). Hazardous waste/material and controlled substance-contaminated waste require thermal destruction.
- Documentation: Provision of Certificates of Destruction, manifests, packing lists, and other relevant documentation.
- Personnel: Contractor personnel must meet security requirements, including background checks and security clearances, and will be escorted at DEA/FBI sites.
