This solicitation (W912WJ26QA060) seeks a contractor to provide chemical vegetation control services to remove undesirable woody vegetation, invasive species, and noxious weeds. The services are required at sixteen (16) locations, totaling approximately 87.47 acres, including rip-rap stone areas, dams, canals, weirs, dikes, spillways, and parks.

Scope of Work

The scope involves herbicide application at various sites within the Hopkinton Everett Lakes project area, such as Hopkinton Dam, Elm Brook Park, North/South Weir, Everett Dam, and Dike P-1/P-2. Specific treatment areas are identified on accompanying maps. A "3 Foot Treatment Buffer Extending Out From Rip Rap Edge" is required for rip-rap areas, and acreage estimates include this buffer.

Key Requirements & Deliverables

Contractors must use State-approved chemicals and application methods. Required submittals include an Accident Prevention Plan (APP), Activity Hazard Analysis (AHA), Site Safety and Health Officer (SSHO) Designation, First-Aid/CPR certifications, pesticide application permits, applicator licenses, Safety Data Sheets (SDS), and a Chemical Utilization Report. Compliance with EM 385-1-1 and OSHA safety regulations is mandatory. Pre-work submittals are required 21 days after NH Pesticide Application Permit approval. A mandatory Solicitation Survey must be completed and returned with quotes.

Contract & Eligibility

This is a Firm Fixed Price contract. The Period of Performance is from the Contract Award Date to October 31, 2026, with initial treatment required no later than August 15, 2026. Work is generally Monday-Friday, 7:00 AM - 3:30 PM. This acquisition is a Total Small Business Set-Aside under NAICS Code 561730 (Landscaping Services) with a size standard of $9,500,000.00. Vendors must be registered and active in SAM.gov.

Submission & Evaluation

Offers are due via email to the Contract Specialist, Jennifer M. Samela (jennifer.m.samela@usace.army.mil), by March 19, 2026, at 2:00 PM Eastern Time. Evaluation will be based on Technical, Price, and Past Performance. Quotes must be signed, include all amendments, and complete bid schedules to be considered responsive. A site visit is highly recommended for interested vendors, but none will be permitted after the solicitation closes.
