This amendment is issued to provide responses to industry questions and to confirm the closing date.

• Section 11 (This item only applies to amendments of solicitations) has been updated to reflect that the receipt of offers is extended.

• Section 14 (Description of Amendment/Modification) includes responses to three questions from industry regarding insurance coverage, subcontracting limitations, and the acquisition threshold.

• The closing date for offers has been extended to March 24, 2026, at 2:00 PM Eastern.

• All other terms and conditions of the original solicitation remain unchanged.

This solicitation is for Chemical Vegetation Control Services for the Woonsocket Flood Reduction Project in Woonsocket, Rhode Island. The U.S. Army Corps of Engineers is seeking services to perform chemical treatment of approximately 18 acres of vegetation across four locations and 17 work areas. The work involves treating vegetation on rip-rap stone channel protection, dam structures, and levees to remove undesirable growth, including woody vegetation, invasive plant species, noxious weeds, and grasses.

• Furnish all equipment, materials, labor, permits, and transportation for chemical vegetation control.

• Achieve a 90% eradication rate of all vegetation.

• Perform work on dam infrastructure, riprap and stone protection slopes, inlet areas, and drainage areas.

• Use State of Rhode Island approved chemicals and application methods.

• Take all necessary precautions for protection of persons, property, water, and natural resources.

• No aerial applications are permitted.

• Adhere to specific application timing restrictions related to rain and wind.

• Submit pre-work submittals including Accident Prevention Plan, Activity Hazard Analysis, Site Safety and Health Officer Designation Letter, First Aid/CPR Certifications, and Safety Data Sheets.

• Submit Chemical Utilization Spray Reports upon completion.

• The period of performance is from contract award to November 30, 2026.

• Two (2) option years are available: Option Year 1 (December 1, 2026 - November 30, 2027) and Option Year 2 (December 1, 2027 - November 30, 2028).

• Pricing Arrangement: Firm Fixed Price.

• Quotes are due by 24 March 2026, 02:00 PM.

• Quotes shall be submitted via email to Jennifer M. Samela.

• Evaluation factors will be Technical, Price, and Past Performance.

• A comparative evaluation will be performed to select the best-suited contractor.

• Vendors must be registered in the System for Award Management (SAM) with an "Active" status.

• Site visits are encouraged and can be arranged by contacting the Technical Point of Contact.

• This acquisition is set aside for Small Business.

• NAICS Code: 561730, Size Standard: $9,500,000.00.

• Vendors must review the "ADDENDUM TO 52.212-1" and "ADDENDUM TO EVALUATION" for detailed instructions and criteria.

• A mandatory solicitation survey must be completed and returned with quotes.

• The contractor must have at least 3 years of experience with chemical herbicide treatments and possess a current commercial pesticide applicator's license issued by the State of Rhode Island.
