Submission & Evaluation

This is a best-value procurement, and award may be made without discussions. Proposals will be evaluated on three factors:

  • Evaluation Factor A – Technical: Significantly more important than Factor B. Assesses risk based on comprehensiveness, depth, and quality. Must achieve a minimum rating of "Acceptable (Green)".
  • Evaluation Factor B – Completeness: More important than Factor C. Evaluates the completeness of the Business Volume.
  • Evaluation Factor C – Price Reasonableness: Less important than Factors A and B combined. Assesses fair and reasonable pricing.

Non-price factors (A and B) combined are significantly more important than Price Reasonableness (C). A higher-priced offeror may be selected if justified by superior technical merit or completeness.
